時間過了將近1分鐘，正在會議主持者和與會者更感到疑惑之際，周興和才接著剛才的話又講了起來：

“我和記者們采訪的第二個地點，是在雙流機場附近。一位老農(nóng)民在他的麥田里點燃了7堆秸稈。記者和執(zhí)法隊員前去質(zhì)問他：‘禁煙令你知不知道？’老農(nóng)答道：‘知道?！瘓?zhí)法隊員問：‘電視報紙上講的焚燒秸稈的危害你曉得不？’老農(nóng)答：‘曉得。’這位老農(nóng)一邊說一邊繼續(xù)點燃了第8堆、第9堆、第10堆秸稈。記者趕緊拍下了這些畫面。執(zhí)法隊員火了，真想立即把這位頑固不化的老農(nóng)民抓起來。這個老農(nóng)見此情形，竟不慌不忙地上前對執(zhí)法隊員們說：‘其實我也不是要跟政府作對，也是不想燒的。但春種季節(jié)性很強，15天之內(nèi)不能把秧苗插下去，就會影響我一家今年的吃飯問題呀！如果我把秸稈堆在房前屋后，不但費時費工，還容易引起火災(zāi)。你們來了這么多人，我把秸稈送給你們，你們把他搬走，我就不燒了?！?/p>

“執(zhí)法隊員聽了老農(nóng)一番話，也真是無可奈何。是呀，老農(nóng)民說得并沒錯。成都周邊每年幾百萬噸秸稈往哪里堆放呢？是堆在省政府大樓，還是堆在市政府大院呢？作為一個人民的政府，首先就應(yīng)該為農(nóng)民的秸稈找出路。目前處理秸稈最大的能力是機耕還田，埋在地里腐爛為肥，但這樣做依然存在不少隱患。秸稈埋下田，要一年才能腐爛，秧苗在秸稈上會死亡，麥草浮在水面上，會把一些秧苗蓋死。這樣不但不會增加有機肥的肥效，反而會讓糧食減產(chǎn)；農(nóng)民下田插秧薅秧，時有傷手傷腳現(xiàn)象；用玉米稈麥草稈作豬牛的飼料，用量很小，根本沒有蛋白質(zhì)營養(yǎng)；另外很多處理秸稈的技術(shù)操作性并不強……”
