為落實朱镕基總理的指示，適應(yīng)市場經(jīng)濟需要，四川省首次在科技運行和管理中引入競爭機制，為改變過去那種科研課題在研究、試驗、生產(chǎn)均由國家指令性計劃安排的封閉運作方式，把有限的資金用在關(guān)鍵地方，1998年8月22日，省科委首次召開了科研項目招標(biāo)新聞發(fā)布會。省委副書記楊崇匯、副省長李進等領(lǐng)導(dǎo)出席新聞發(fā)布會并講話。就在這次新聞發(fā)布會上，公布了《城郊秸稈綜合利用技術(shù)》的招標(biāo)公告，面向全國招標(biāo)。

周興和與他的“星河建材廠”聞風(fēng)而動，參加了這次科研項目的投標(biāo)。參加投標(biāo)的企事業(yè)單位，據(jù)說有200余家，招標(biāo)消息發(fā)出后，家家都在各顯神通志在必得。僅8月25日，招標(biāo)小組就售出標(biāo)書達(dá)129份，經(jīng)過篩選，留下56家科研院校和企業(yè)繼續(xù)競標(biāo)，其中包括中科院成都分院在內(nèi)的各大科研院校和知名企業(yè)。激烈的競爭中，在招標(biāo)工作領(lǐng)導(dǎo)小組那里，經(jīng)常都有人去為某些科研院校、企業(yè)做工作，說情的人絡(luò)繹不絕，甚至包括一些省市領(lǐng)導(dǎo)。這時，周興和的企業(yè)認(rèn)真講，算是“四無”企業(yè)：他本人無職稱、無文憑、企業(yè)無經(jīng)濟實力、也無后臺。但經(jīng)過他不懈努力，“星河建材廠”總算進入了前8名。

In the fierce competition, there were always people putting a good word for some scientific research institutions and enterprises in the leading group of bidding work, even including some provincial and municipal leaders. At this time, seriously, Zhou Xinghe's enterprise was the "four-no" enterprise: he had no professional title, no diploma, no economic strength, no strong backing. But through the unremitting efforts, "Xinghe Building Materials Factory" finally entered the Top 8.

俗話說：“秋夾伏，熱得哭”。周興和記得，這一年立秋過后仍十分炎熱，當(dāng)他走進成都市政府第一會議室時，里面滿滿坐著人，使整個會場的空氣更加熾熱。

Zhou Xinghe remembered that it was still very hot after the start of autumn that year, and when he walked into the first meeting room of Chengdu Municipal Government, it was full of people, making the air in the whole meeting room even hotter.

1998年9月15日，四川省秸稈研討會在這里召開。

這次會議名為研討會，實則就是評審各競標(biāo)單位對秸稈綜合利用的科研生產(chǎn)方案。參加這次會議的有省市縣各級領(lǐng)導(dǎo)、相關(guān)部門上百個專家，共有400多人。在對入圍預(yù)選8家單位中，最后又從8家單位中篩選出4家參加這次會議。因招標(biāo)領(lǐng)導(dǎo)小組對周興和持有一些偏見，“星河建材公司”3次上了參會名單，又3次被大會秘書處刪除。最后還是主持招標(biāo)工作的省科委副主任任紹輝力排眾議，最后拍板：“據(jù)我所知，真正把秸稈用于生產(chǎn)建材，且獲得國家發(fā)明專利的，在四川只有‘星河公司’一家，這次會議他們應(yīng)該有個代表?！?/p>

This meeting was called seminar, but it was to review the scientific research production plan to use the straw comprehensively of each bidder. More than 400 people attended the meeting, including over 100 experts from provincial, municipal and county levels and relevant departments. In the short-listed preliminarily selected 8 units, it finally selected 4 to participate in the meeting from the 8 units. Because the bidding leading group held some prejudice against Zhou Xinghe, "Xinghe Building Materials Company" was listed in the attending list for three times, and was deleted by the conference secretariat for three times. In the end, Ren Shaohui, Deputy Director of Provincial Science and Technology Commission, who was in charge of the bidding, made the final decision despite all the objections: "As far as I know, the only company in Sichuan that actually uses the straw to produce building materials and obtains the national invention patent is Xinghe Company. They should have a representative at this meeting."

據(jù)了解，這個知識分子出身的任紹輝副主任，后來四川科技廳的副廳長，此前曾任過巴中縣縣委書記、達(dá)縣地委書記，由于勤政務(wù)實，官聲頗好。為秸稈綜合利用，他在招標(biāo)前就做過大量深入細(xì)致的調(diào)查研究，心中自然有數(shù)，所以無論有多少人遞條子打招呼，他都能堅持自己做人做官的基本準(zhǔn)則。難怪直到現(xiàn)在，周興和只要一提到他，都發(fā)自內(nèi)心地感謝這位堅持原則的領(lǐng)導(dǎo)。

參加會議的4家企業(yè)代表，規(guī)定每家代表發(fā)言20分鐘。會議開始前，周興和找到招標(biāo)小組，希望能安排自己在前面發(fā)言，可由于說不清的原因，招標(biāo)小組卻專門把周興和的發(fā)言排在了最后。

However, due to some inexplicably reasons, the bidding group specially arranged Zhou Xinghe's speech as the last one.

發(fā)言的單位都專門安排了口齒伶俐、善于語言表達(dá)的人在大會介紹情況，他們個個在發(fā)言中都聲情并茂，極具感染力和煽動性，贏得眾位專家頻頻點頭——該怎么來闡明自己的觀點呢？周興和一邊在聽著前面3家單位的情況介紹，一邊在緊張思考著這個問題?？磥?，再按部就班重復(fù)前面幾個人所講的問題，只能讓領(lǐng)導(dǎo)和專家們感到味同嚼蠟，再增加他們的聽覺疲勞罷了。在第3家發(fā)言時，周興和抬起手腕看了看表，已經(jīng)快12點了，會場上的人已經(jīng)有些不耐煩起來，有人已開始離席往外走了。

這時，周興和想起《演講與口才》書中介紹的兩個案例：一個講的是80年代初期，國內(nèi)一個廠家研制了一種新產(chǎn)品，他們的情況和周興和現(xiàn)在的情形差不多。別的企業(yè)發(fā)言時間有10分鐘，而他們廠長發(fā)言時間只有5分鐘，可這個精明廠長發(fā)言時卻只用了3分鐘。他自我介紹的最后一句話是：很抱歉，我這個人個子矮，為了讓大家看得見我，我只好站著發(fā)言。他說，我們的產(chǎn)品今天就不給大家詳細(xì)介紹了，晚上我們給大家安排了一場新電影，時間是6點半，大家工作很辛苦，就請大家看電影吧。當(dāng)代表們6點半準(zhǔn)時到場時，廠長上前對大家說：哎呀，我這個人真是個馬大哈，連放電影的時間都稿錯了。剛才他們才告訴我，放電影的準(zhǔn)確時間是7點整，真對不起大家。這時他的員工在座位上卻突然向他提問了：“劉廠長，下午你還沒介紹你廠的產(chǎn)品，你們到底生產(chǎn)的是啥產(chǎn)品，能不能給我們講講？”這個廠長回答說：“我這個人不但個子矮小，而且做事總是粗心大意，看來是個不稱職的領(lǐng)導(dǎo)。這樣，離放電影還有半個小時，為了不讓大家空坐無聊，我讓工作人員給大家發(fā)點資料看看。”這樣，這個廠研制的新產(chǎn)品一炮打響！

They just told me that the exact time of the movie is 7 o'clock sharp. I'm sorry." At this time, his employees suddenly asked him from their seats: "Director Liu, you haven't introduced the products of your factory this afternoon. What kind of products do you actually produce? Could you tell us?" The director replied, "Not only am I short, but also I am so careless that I seem to be an incompetent leader. So, with half an hour to go before the movie, I shall ask the staff to send you some materials to read, so you wouldn't have to sit around and be bored." In this way, the new product developed by this factory made a splash!

讓周興和記憶猶新的另一個案例是：當(dāng)年的美國總統(tǒng)羅斯福，雖然他身體殘疾，但他以自己超凡的智慧、能力和口才當(dāng)選為總統(tǒng)。當(dāng)他走上總統(tǒng)就職演講臺時，還沒來得及講話，臺下一位議員為了羞辱他，說：“羅斯?？偨y(tǒng)，你看你父親給我補的這雙鞋，現(xiàn)在又穿爛了，你看怎么辦？”羅斯福笑了笑，把自己的演講稿放在一邊，親切地對這位議員說：“我非常感激這位議員先生，提到了我的父親。是的，我父親的確是個修鞋匠，我能有今天的成就，完全是他老人家怎么教我去做事，如何教我去做人。他老人家在替別人補鞋過程中，一針一線做得那么仔細(xì)，那么認(rèn)真；有的人沒有錢，他也免費為他補鞋，有錢的人去補鞋，他也從不多收人家一分錢——難免在他老人家死了5年后，他給人補的鞋有人穿破了，這沒關(guān)系。子承父業(yè)，作為兒子，我愿意將我父親補過而又穿爛了的鞋，親手替我父親將它補好再送給你們。親愛的議員先生，請把你的鞋送上臺來好嗎？”可，那位為了羞辱羅斯福的議員，自己卻領(lǐng)受了羞辱，無地自容，早已逃遁了。而羅斯?？偨y(tǒng)卻再次在國民面前樹立了自己寵辱不驚、隨機應(yīng)變的超強形象。

Yes, my father was indeed a shoemaker, and it was only because he taught me how to do things and behave that I have become what I am today. In the process of mending shoes for others, the old man did so carefully and conscientiously; some people had no money, he also mended their shoes for free, while the rich people came to repair the shoes, he never charged a penny more – It is inevitable that five years after the old man's death, the shoes he mended have worn out, but it does not matter. As a son of my father, I would like to take the shoes my father mended and worn out and mend them with my own hands and give them to you. My dear senator, will you please bring your shoes up?" But the senator who tried to humiliate Roosevelt had been humiliated and had fled. 周興和冷靜了一下，手中未拿任何發(fā)言資料，鎮(zhèn)靜地走上講臺，他上臺就講了三句話：“各位領(lǐng)導(dǎo)、各位專家，我非常高興地參加今天的秸稈研討會議；在今天的大會上，我敢講真話，因為我這個廠長是自己任命的，不怕被人撤掉；我，以一個中華人民共和國公民的身份，向各級領(lǐng)導(dǎo)、各位專家，提出能解決秸稈焚燒以及徹底根治它問題的建議，供大家參考……”

周興和這幾句開場白，出乎意料地引起了與會者的興趣，連收好資料準(zhǔn)備起身離席的人又坐了下來——可奇怪，周興和凝望著會場上的聽眾，一時間卻緘口不言了。他這個舉動，不免引起參會者的種種疑惑和猜測，進而交頭接耳竊竊私語起來。他反常的舉動同時也引起了現(xiàn)場記者們的興趣，無數(shù)的攝像機和照相機鏡頭也好奇地湊了上來，對準(zhǔn)了臺上的發(fā)言者——這個發(fā)言者，到底葫蘆里賣的是什么藥呢？
