費(fèi)那奇動(dòng)畫周，是一場(chǎng)基于作者視角的動(dòng)畫之旅，是探索詩性與靈感的動(dòng)畫展映，是與觀眾共筑的精神家園。

動(dòng)畫周的組委會(huì)由多位活躍于世界動(dòng)畫舞臺(tái)上的動(dòng)畫創(chuàng)作者組成。我們將從全世界搜集最優(yōu)秀的動(dòng)畫作品，讓動(dòng)畫的“小小世界”被大家的目光照亮。四年來，費(fèi)那奇動(dòng)畫周已成為動(dòng)畫創(chuàng)作者和動(dòng)畫愛好者的聚集地，為越來越多的青年導(dǎo)演帶來了向觀眾們展示自己的機(jī)會(huì)，也進(jìn)一步促進(jìn)了中國動(dòng)畫在國際專業(yè)領(lǐng)域內(nèi)的交流。

今年，我們?nèi)詫⒀永m(xù)前四屆活動(dòng)的宗旨：力求以最優(yōu)方式呈現(xiàn)動(dòng)畫作品，為觀眾帶來最具奇思妙想的靈感盛宴。我們希望費(fèi)那奇動(dòng)畫周能成為一處作者與觀眾共建的驛站，共同在這里駐足，不隨波逐流的創(chuàng)作理想和努力都將得到尊重。

6月1日起至8月1日，費(fèi)那奇動(dòng)畫周的競(jìng)賽單元面向全社會(huì)征集優(yōu)秀的動(dòng)畫作品。無論你是專業(yè)還是業(yè)余，無論你是在校生、留學(xué)生，還是已經(jīng)工作，只要你相信自己的動(dòng)畫才能，就請(qǐng)火速投遞你的作品！

今年，費(fèi)那奇動(dòng)畫周提前了報(bào)名的截止日期，意在給予初審評(píng)委們更充分的時(shí)間仔細(xì)觀看每一部作品。我們還調(diào)整了獎(jiǎng)項(xiàng)設(shè)置，讓短片競(jìng)賽單元的結(jié)果更加充滿懸念。此外，我們將延續(xù)往屆活動(dòng)的兒童動(dòng)畫獎(jiǎng)、MV大獎(jiǎng)和委托創(chuàng)作類作品獎(jiǎng)的評(píng)選，歡迎國內(nèi)外優(yōu)秀的兒童動(dòng)畫、音樂動(dòng)畫、商業(yè)動(dòng)畫廣告、科教動(dòng)畫、公益動(dòng)畫等相關(guān)類別的作品報(bào)名參賽。

一、參賽條件

本競(jìng)賽無須報(bào)名費(fèi)。

2021年11月之后完成的動(dòng)畫短片作品（60分鐘以下）可以參賽。

曾報(bào)名參加過往屆費(fèi)那奇動(dòng)畫周的作品不得重復(fù)參賽。

非英語對(duì)白的參賽作品需添加內(nèi)嵌的英文字幕。

二、報(bào)名材料

每個(gè)作品應(yīng)單獨(dú)報(bào)名，單獨(dú)填寫報(bào)名表。

報(bào)名郵件中需提交的資料列表：

1. 影片文件的下載鏈接（MOV或MP4格式，請(qǐng)壓縮至1GB以下），或者有密碼保護(hù)的線上播放鏈接

2. 完整填寫并簽字的報(bào)名表

3. 一張導(dǎo)演照片（300dpi）

4. 三張作品靜幀圖片（300dpi）

5. （非必須）一張作品海報(bào)（300dpi）

6. （非必須）作品的預(yù)告片（MOV或MP4格式）

三、技術(shù)要求

參加初審的影片文件格式：MOV或MP4（請(qǐng)壓縮至1GB以下）

如果作品入圍，需要提供高清播放文件：MOV（編碼：H.264 或 ProRes422，全高清分辨率，立體聲，暫不接受DCP文件）

四、評(píng)選和頒獎(jiǎng)規(guī)則

初審評(píng)委會(huì)由動(dòng)畫及相關(guān)藝術(shù)領(lǐng)域?qū)＜液唾M(fèi)那奇動(dòng)畫周組委會(huì)成員組成，初審評(píng)委會(huì)負(fù)責(zé)選定入圍影片以及組織各競(jìng)賽單元、平行單元放映片目。

初審結(jié)果將于2023年9月在“費(fèi)那奇動(dòng)畫周”微信公眾號(hào)和“費(fèi)那奇動(dòng)畫周官方Facebook賬號(hào)”公布。

終審評(píng)委由費(fèi)那奇動(dòng)畫周組委會(huì)邀請(qǐng)的專家組成，終審評(píng)委將決定最終的評(píng)審結(jié)果，獲獎(jiǎng)名單將在費(fèi)那奇動(dòng)畫周·2023閉幕式上公布。

五、獎(jiǎng)項(xiàng)設(shè)置

大獎(jiǎng) 1名

獎(jiǎng)金5000元人民幣，短片競(jìng)賽單元所有作品中的最佳作品。

費(fèi)那奇獎(jiǎng) 1名

獎(jiǎng)金5000元人民幣，短片競(jìng)賽單元中的最佳中國作品。

* 中國作品須滿足以下至少一個(gè)條件：

1.?導(dǎo)演或其中一位聯(lián)合導(dǎo)演是中國國籍

2.?作品的制片國家中包含中國

學(xué)生作品獎(jiǎng)?1名

獎(jiǎng)金3000元人民幣，短片競(jìng)賽單元中的最佳學(xué)生作品。

MV大獎(jiǎng)?1名

MV競(jìng)賽單元作品中的最佳作品。

委托創(chuàng)作類作品獎(jiǎng)?1名

委托創(chuàng)作類作品競(jìng)賽單元中的最佳作品。

兒童動(dòng)畫獎(jiǎng) 1名

全家場(chǎng)單元中的最佳兒童動(dòng)畫作品，由全家場(chǎng)觀眾現(xiàn)場(chǎng)投票選出。

短片競(jìng)賽評(píng)委特別提名 3名

短片競(jìng)賽單元每位終審評(píng)委的個(gè)人提名作品。

費(fèi)那奇獎(jiǎng)評(píng)委特別提名 3名

短片競(jìng)賽單元每位終審評(píng)委個(gè)人提名的中國作品。

六、作品授權(quán)

所有提交的參賽材料都需要獲得版權(quán)所有者的授權(quán)。

對(duì)于侵犯他人著作權(quán)的作品，費(fèi)那奇動(dòng)畫周組委會(huì)有權(quán)取消其參賽資格。

費(fèi)那奇動(dòng)畫周組委會(huì)有權(quán)使用參賽作品的所有圖片、文字資料和不超過總長度10％的影片片段，用于費(fèi)那奇動(dòng)畫周·2023的宣傳推廣。

競(jìng)賽入圍作品將在費(fèi)那奇動(dòng)畫周·2023活動(dòng)中放映。活動(dòng)期間內(nèi)的放映，費(fèi)那奇動(dòng)畫周組委會(huì)無需支付參賽作品放映授權(quán)費(fèi)。

Submission Eligibility

No submission fee is required.

Submitted animated films need to be made after Nov. 2021, less than 60 minutes.

Works that have already submitted for previous Feinaki Beijing Animation Week cannot be accepted.

Non-English language films must have English subtitles.

Submission Requirements

Each film should be submitted individually with its own entry form.

Every submitted film should include the following materials:

1. The download link of the film file (MOV or MP4 format, please compress to less than 1GB), or a password-protected online preview link

2. Completed and signed entry form

3. A profile picture of the director (300dpi)

4. 3 screen shots of the film (300dpi)

5. (Optional) 1 poster of the film (300dpi)

6. (Optional) Trailer of the film (MOV or MP4)?

Technical Requirements

Submitted file needs to be in MOV or MP4 format (please compress to less than 1GB).

If the submitted film is officially selected for animation week screening, an HD version of the film needs to be provided in MOV format (Codec: H.264 or ProRes422,?Full HD Resolution, Stereo Sound, DCP file is currently not supported)

Selection Process and Awarding Rules

The official selection decision will be made by Feinaki 2023 Beijing Animation Week Preliminary Selection Committee, which consists of both specialists in the field of animation and related art and members of the Feinaki?Beijing Animation Week Organizing Committee. The Preliminary Selection Committee is also responsible for organizing screenings of Competition Programs and Panorama Special Selection.

The official selection results will be announced on our official Wechat account "費(fèi)那奇動(dòng)畫周" (FeinakiAnimationWeek) and Feinaki Beijing Animation Week official Facebook account (@FeinakiBeijing) in September 2023.

The board of Final Juries is composed of international animation experts invited by Feinaki 2023 Beijing Animation Week Committee. Awarding decisions will be made by the board of Final Juries. The list of winners will be announced at the closing ceremony of Feinaki 2023 Beijing Animation Week.

*Chinese film must meet at least one of the following conditions:

The nationality?of the director or one of the co-directors is Chinese

The production country of the film includes China

Student Award

3000 RMB, 1 best student film in short film competition program

MV Award

1 best film in MV competition program

Commissioned Animation Award

1 best film in commissioned animation competition program

Children's Animation Award

1 best children’s animation in short film competition program, voted by audiences of family films program

Jury's Special Nomination for Short Film Competition

3 special nominations at the discretion of each jury, for films in short film competition program

Jury's Special Nomination for Feinaki Award

3 special nominations at the discretion of each jury, for Chinese films in short film competition program.

Festival Authorization

All submitted materials for the competition program need to be authorized by the copy rights holder.

For works that infringe on the copyrights of others, the Feinaki Beijing Animation Week Organizing Committee?has the right to disqualify them from participating.

Feinaki Beijing Animation Week Organizing Committee has the right to use all materials related to the submission as well as a film excerpt up to 10 percent of the total length of the film for promotional purposes.

The films which selected in competition program will be screened at Feinaki 2023 Beijing Animation Week. Feinaki Beijing Animation Week Committee does not need to pay the screening fee for the entries during the festival.
