印軍士卒軍餉收入情況
印度三軍除了軍官,把低級(jí)委任軍官和士兵加一起,總共約132萬(wàn)人。他們按照角色和技能分類(lèi)管理。
印度陸軍把全體官兵按等級(jí)分成三大類(lèi):
一,軍官(Commissionsd Officers(CO));現(xiàn)有陸軍軍官約43000人。這數(shù)字是海軍加空軍軍官的兩倍
1號(hào)陸軍元帥是榮譽(yù)稱(chēng)號(hào),歷史上曾經(jīng)評(píng)選出兩位

二,低級(jí)委任軍官(Junior Commissioned Officers(JCO));(注,印度海軍沒(méi)有這個(gè)品種)

三,其它雜碎 (Other Ranks (OR),含(Non-Commissioned Officers and Soldiers))。

Sepoy 這個(gè)軍銜肩章沒(méi)有記號(hào)(Plain shoulder badge only)
Ranks in the Indian Army are broadly classified into three categories. These are Commissioned Officers (CO), Junior Commissioned Officers (JCO), and other ranks (Non-Commissioned Officers and Soldiers).
印度陸軍的低級(jí)委任軍官和士兵湊一堆有110萬(wàn)頭。把這些阿三兵按使用功能分區(qū)如下:
The cadre of the Army consists of:
i.戰(zhàn)斗部隊(duì) Combat Arms (裝甲兵,炮兵,步兵和機(jī)械化步兵Armoured Corps, Artillery, Infantry and Mechanised Infantry)
ii. 戰(zhàn)斗支援部隊(duì)Combat Support Arms (工程兵和通信兵Engineers and Signals)
iii. 專(zhuān)業(yè)化隊(duì)伍Specialised Cadres (AMC, ADC, RVC, AEC, CMP and APS)
iv.后勤部隊(duì) Logistic and Maintenance Services (ASC, AOC, EME and Pioneers).
根據(jù)上面介紹,我們可知,印度陸軍士兵軍銜分五級(jí)。它們是軍士分別為上士(Quartermaster havildar)、中士(Havildar)和下士(Naik)這3級(jí),這三種人共有一個(gè)好聽(tīng)點(diǎn)的名字,就是Non Commissioned officers,可能就是中國(guó)人熟悉的士官吧。
戰(zhàn)士(Jawan)分別是上等兵(Lance naik)和列兵(Sepoy).
Jawan和Non Commissioned officers統(tǒng)稱(chēng)Other Ranks
印度官兵的工資標(biāo)準(zhǔn)
現(xiàn)行印度聯(lián)邦中央政府雇員工資標(biāo)準(zhǔn)采用的是經(jīng)過(guò)印度政府內(nèi)閣批準(zhǔn)實(shí)施的第七屆工資委員會(huì)(7th Central Pay Commission)的推薦標(biāo)準(zhǔn)。

其中國(guó)防類(lèi)工作人員的基本工資級(jí)別年資矩陣圖如下圖所示:

按規(guī)定列兵(Sepoy)的工資定級(jí)為3級(jí)。參軍后訓(xùn)練結(jié)業(yè),下部隊(duì)后當(dāng)兵第一年的基本工資查上表可得21700盧比。提到上等兵(Lance naik)后,工資級(jí)別不變,只是根據(jù)年資增長(zhǎng)而每年增加3%左右,具體多少在表中可查出。
升到了下士(Naik)后,基本工資級(jí)別升到4級(jí),依據(jù)工資表可知是25500盧比。
軍銜提到中士(Havildar),工資級(jí)別為5級(jí),基本月薪 29200盧比。
軍銜提到上士(Quartermaster havildar)后,定為6級(jí),基本工資35400盧比。
低級(jí)委任軍官三級(jí)分別定級(jí)為7,8,9級(jí)。
軍官最低軍銜中尉定級(jí)10級(jí),以此類(lèi)推。
印度政府雇員每月到手工資計(jì)算公式:Gross Salary – Deductions = In-hand salary
軍卒每月毛工資計(jì)算公式:Basic Salary + DA+Military Service Pay+X Group Pay + Allowances = Gross Salary
減去扣除項(xiàng),即印度軍人強(qiáng)制保險(xiǎn),為到手工資。
一,Basic Salary基本工資是根據(jù)定級(jí)和工作年限確定的工資;
二,DA物價(jià)補(bǔ)貼,其系數(shù)Dearness Allowance rate半年調(diào)整一次。這個(gè)系數(shù)以2016年1月1日(第七套工資標(biāo)準(zhǔn)生效實(shí)施之日)的物價(jià)水平為起點(diǎn)計(jì)算。目前的物價(jià)補(bǔ)貼系數(shù)是38%。

如圖所示,當(dāng)前三軍將士每月領(lǐng)取的物價(jià)補(bǔ)貼金額為38%×(其基本工資+MSP+Group ‘X’ Pay) 。
比如中士定級(jí)工資5級(jí),那么他從今年六月一日起領(lǐng)取的物價(jià)補(bǔ)貼費(fèi)計(jì)算如下:For example, if personnel draws basic pay Rs. 37000 in pay matrix level 5 and he is eligible for MSP and Group X Pay respectively Rs. 5200 and 3600. DA calculation will be…

三,Military Service Pay(軍隊(duì)服役補(bǔ)償金)準(zhǔn)將及其以下官兵都可享受,它的意思是對(duì)軍人服役的各方面的綜合補(bǔ)償。The Military Service Pay, which is a compensation for the various aspects linked to the special conditions of service in Army;。6th pay commission introduced MSP for Defence Personnel and 7th CPC has recommended continuing the same. Military Service Pay (MSP) and Group ‘X’ Pay both are counted as pay for the purpose of computation of dearness allowance.
各級(jí)官兵的補(bǔ)償金金額各不相同,低級(jí)委任軍官和士兵這類(lèi)人,每月標(biāo)準(zhǔn)都是5200盧比/月。如果是軍官就是15500盧比/月。低級(jí)委任軍官和士兵的MSP相同,這引起印度三軍11萬(wàn)2千名低級(jí)委任軍官的強(qiáng)烈不滿(1.12 lakh military personnel including 87,646 junior commissioned officers and 25,434 personnel of equivalent rank from the Navy and the Indian Air Force)。他們強(qiáng)烈要求提到一萬(wàn)盧比/月。但是第七屆工資委員會(huì)沒(méi)有接受。
軍隊(duì)服役補(bǔ)償金MSP是第六屆工資委員會(huì)(6thPay Commission)于2008年從歐洲國(guó)家引進(jìn)的一個(gè)新概念。在英國(guó),這種薪酬被稱(chēng)為“x因子薪酬”(X-Factor Pay),按工資的15%計(jì)算。在印度,MSP只向準(zhǔn)將及以下人員支付軍人服役金,大多數(shù)人的支付標(biāo)準(zhǔn)低于收入的10%。
四,有文化有知識(shí)戰(zhàn)士享受特殊補(bǔ)貼 GROUP X PAY: 根據(jù)第七屆工資委員會(huì)文件規(guī)定,如果有12年級(jí)畢業(yè)文憑就可享受每月3600盧比津貼。如果在此基礎(chǔ)上,再擁有一個(gè)All India Council for Technical Education承認(rèn)的技術(shù)證書(shū),每月可領(lǐng)取津貼則提高到6200盧比(Group-X Pay is a fixed amount admissible to a Junior Commissioned Officer/ Other Rank of Group -X, because of his higher educational qualification vis-à-vis a Junior Commissioned Officer/ Other Rank of Group –Y.)。如果只有十年級(jí)文憑就領(lǐng)不到這個(gè)津貼。
Every soldier is allotted a trade which becomes intrinsically linked to his subsequent career progression. There are numerous trades in the Army, Navy and Air Force. These have been grouped in two pay groups X and Y, as detailed in the table below:

這個(gè)圖暴露出印度軍隊(duì)兵員的文化程度絕大多數(shù)沒(méi)有達(dá)到高中畢業(yè)。
The trades grouped under X require higher entry level qualification (Class XII). Entrants in group X also receive more intensive training. As against this entry level qualification for group Y is Class X only and the training.
說(shuō)到這里,忍不住順便介紹一下印度陸軍對(duì)新一代士兵——烈火戰(zhàn)士征兵時(shí)的文化水平的要求。
印度陸軍要征的兵分以下幾種:
1.普通兵(general duty),文化程度要求是十年級(jí)畢業(yè),畢業(yè)時(shí)總分成績(jī)?yōu)?5%,單科成績(jī)不低于33%。
具體要求如圖所示

2.技術(shù)兵(the technical cadre),文化程度要求12年級(jí)畢業(yè),數(shù)學(xué),物理,化學(xué),英語(yǔ)四門(mén)功課加起來(lái)總分成績(jī)達(dá)到50%,其余科目單科不低于40%。
3,文書(shū)和庫(kù)管(clerk or storekeeper (Technical)),文化程度要求是12年級(jí),總分60%,單科不低于50%。
4,手藝人(tradesmen),比如廚師,理發(fā)員,木匠,裁縫,服務(wù)員,吹鼓手等等吧。這種人文化比較低,食堂,營(yíng)房管理員之類(lèi)要求十年級(jí)畢業(yè),其余只要求八年級(jí)畢業(yè)總分33%就可以了。
下面的住房和旅行補(bǔ)貼軍人有時(shí)也用得著
三,住房補(bǔ)貼,House rent Allowance (HRA)
HRA is paid at the rate of 24%, 16% and 8% for X, Y and Z cities at present. It will be increased 27%,18% and 9% when DA reaches 25%. Like wise when DA reaches 50% the HRA Rates will be increased to 30%,20% and 10% for X, Y and Z cities resepctively.
四,旅行補(bǔ)貼Travelling Allowance
Travelling Allowance is revised in 7th Pay Commission
The 7th CPC Travelling Allowance rate is below

Deductions扣除額中有強(qiáng)制的兩項(xiàng):
1.New Pension Scheme Subscription
費(fèi)率如下:The NPS Subscription is 10 % of basic pay + DA.
10 % of the salary is deducted as subscription from the salary of the govt servants and Central Government pays 14% to subscribers account as employers contribution。
2.Central government employees Group Insurance Scheme
Since the Central government employees Group Insurance Scheme is not yet revised for 7th Pay Commission regime, the old rate is continued.
The CGEGIS Rates are
Group A = Rs.120 [ Level 10 and above]
Group B = Rs.60 [ Level 6 to Level 9]
Group C = Rs.30 [ Level1 to Level 5]
印度空軍把官兵分成三大類(lèi)
一,軍官(COMMISSIONED OFFICERS)

空軍元帥是榮譽(yù)稱(chēng)號(hào),歷史上印度空軍只評(píng)選出一個(gè)。這是一位名叫Arjan Singh的阿三
二,低級(jí)委任軍官(JUNIOR COMMISSIONED OFFICERS )

三,空軍士兵(NON-COMMISSIONED OFFICERS)

其中Aircraftman是列兵,Leading Aircraftman上等兵。Corporal下士,Sergeant上士?;竟べY標(biāo)準(zhǔn)和陸軍相同。
Airmen’ comprise all ranks of combatants other than commissioned officers in the IAF. They perform a variety of functions ranging from aircrew duties on board helicopters and transport aircraft, maintenance of the most sophisticated and complex aircraft, radar, weapons and other equipment, secretariat and administrative duties involving maintenance of accounts of cash and stores, personnel documents, catering, discipline and medical care.

最低級(jí)的水兵是Seaman 2nd Class,這種軍銜肩章沒(méi)有記號(hào)。
新兵入伍后要先參加培訓(xùn),頭9個(gè)星期,全體新兵在海軍基地INS Chilka集中進(jìn)行基礎(chǔ)培訓(xùn)。按部隊(duì)需要分專(zhuān)業(yè)后,轉(zhuǎn)入各自專(zhuān)業(yè)的訓(xùn)練基地進(jìn)行專(zhuān)業(yè)培訓(xùn)。總共培訓(xùn)期為44周。
受訓(xùn)期間沒(méi)有工資,只發(fā)放生活補(bǔ)貼(stipend),標(biāo)準(zhǔn)是14600盧比。44周訓(xùn)練放出來(lái)下部隊(duì),授銜入列定級(jí)為the Defence Pay Matrix上的Level 3,第一年月基本工資21700盧比。另外每月發(fā)放軍人服役補(bǔ)償金MSP(military service pay)5200盧比,文化補(bǔ)貼X? Group pay {only for Artificer Apprentice (AA)}6200盧比再加上物價(jià)補(bǔ)貼DA。
三軍士兵可享受的危險(xiǎn)艱苦補(bǔ)貼( Rates of Risk and Hardship Allowances )種類(lèi)和標(biāo)準(zhǔn)主要有這些:

從上表中可知,印度軍人艱苦補(bǔ)助標(biāo)準(zhǔn)最高的是錫爾琴冰川,一個(gè)阿三上去一個(gè)月可以多賺3萬(wàn)盧比,潛艇和高原補(bǔ)貼只有它的一半。
到手工資還要減去強(qiáng)制繳納的軍人保險(xiǎn)繳費(fèi)(軍人保險(xiǎn)保額為500萬(wàn)盧比)。
Every sailor is basically a seaman, irrespective of the branch to which he belongs or his trade specialisation. Seamanship duties comprise ship husbandry, hull maintenance, handling of small arms and ammunition, elementary store keeping, boat handling, firefighting, nuclear, biological and damage control as also first-aid, besides being proficient in a host of other seamanship activities such as anchor-work, rope-work, replenishment of fuel etc.
按文件規(guī)定,軍銜提一級(jí)則工資升一級(jí)。
水兵最高軍銜Master Chief Petty Officer-I定級(jí)Level 8,第一年基本工資47600盧比。
The sailors in the Indian Navy are divided into two categories. There are X group Sailors and Y group Sailors. Here the X Group means Technical Sailors and Y group Sailors means Non-technical Sailors.
