當?shù)貢r間15日，中國駐英國大使館在倫敦召開中外記者會。

會上，駐英大使劉曉明就近期香港事態(tài)發(fā)表聲明并回答來自中外記者的提問。

近來，香港反對派和一些激進勢力在香港的暴力行徑不斷升級，嚴重破壞香港繁榮穩(wěn)定，觸碰“一國兩制”原則底線。

隨著社會波及面越來越廣，關(guān)心香港前途的人都在思考——該如何結(jié)束這場亂局？

記者會上，劉曉明大使用四點意見回答了這一問題，條條都擲地有聲！

同時，劉大使還播放了一則香港局勢短片，讓中外記者“看一看在西方媒體看不到的畫面”。

在記者會的開場白中，大使先狠批極端激進分子打著所謂民主幌子興風(fēng)作浪，反法治、反社會、反“一國兩制”，并稱之為“新極端主義”（“neo-extremism”）。

• A handful of extreme radicals have been undermining rule of law, social order and “One Country, Two Systems” in Hong Kong. But they have taken cover under the so-called “pro-democracy movement” to hide their real intention and to whitewash their disruptive actions.?This “neo-extremism” is both highly deceptive and destructive.

• 一些極端激進分子在香港興風(fēng)作浪，打著所謂民主的幌子，掩蓋其反法治、反社會、反“一國兩制”的真實面目和險惡用心，是兼具欺騙性與破壞性的“新極端主義”。

• The “neo-extremists” stormed the Legislative Council Complex, attacked the Liaison Office of the Central People’s Government in Hong Kong, assaulted police officers and brought Hong Kong airport to a standstill by illegal assembly. Their moves are severe and violent offences, and?already show signs of terrorism.?

• 他們打砸立法會，沖擊中聯(lián)辦，暴力襲擊警員，在香港機場非法集結(jié)致使機場全面停止運營，已經(jīng)構(gòu)成嚴重暴力犯罪，開始出現(xiàn)恐怖主義的苗頭。

劉大使強調(diào)，當前中央政府相信特區(qū)政府和香港警方有能力控制香港局勢，但如果局勢進一步惡化，中國中央政府有足夠多的辦法、足夠強大的力量迅速平息可能出現(xiàn)的各種動亂。

• The Central Government of China would never allow a few violent offenders to drag Hong Kong?down a dangerous abyss. We would never allow anyone to harm the rule of law and sound development in Hong Kong. We would never allow anyone to undermine “One Country, Two Systems” at any excuse.?

• 中國中央政府絕不會放任少數(shù)人以暴力行徑把香港拖向危險的深淵，絕不允許任何人破壞香港的法治與良好發(fā)展局面，絕不允許任何人以任何借口破壞“一國兩制”。

• Should the situation in Hong Kong deteriorate further into unrests uncontrollable for the Government of the Hong Kong Special Administrative Region (SAR),?the Central Government would not?sit on its hands and watch. We have enough solutions and enough power within the limit of the Basic Law to quell any unrest swiftly.

• 如果香港局勢進一步惡化，出現(xiàn)香港特區(qū)政府不能控制的動亂，中國中央政府絕不會坐視不管。按照基本法規(guī)定，中國中央政府有足夠多的辦法、足夠強大的力量迅速平息可能出現(xiàn)的各種動亂。

接著，大使提出了平穩(wěn)有序結(jié)束香港事態(tài)的四點意見：

??First, the priority now is to support the SAR Government in ending violence and restoring order.

第一，堅決支持香港特區(qū)政府止暴制亂、恢復(fù)秩序。

• I hope that Hong Kong people, especially the young people who have been led astray, would have a clear understanding of the current situation in Hong Kong and cherish the sound development of Hong Kong after the handover, which has not come by easily. I hope they will keep the big picture in mind, rally behind the Chief Executive and the SAR Government, uphold rule of law and justice in Hong Kong, and safeguard national unification as well as Hong Kong’s prosperity and stability.

• 希望廣大香港市民，特別是一些不明真相的年輕人，認清當前香港局勢，珍惜香港回歸后來之不易的良好發(fā)展局面，顧全大局，團結(jié)一致，堅定不移挺特首、挺政府，守護香港的法治與正義，維護祖國統(tǒng)一和香港繁榮穩(wěn)定。

??Second, the violent offenders must be brought to justice in accordance with law.

第二，堅決依法嚴懲暴力犯罪分子。

前段時間，英國的一些政客就香港問題發(fā)表不當言論，將示威者沖擊議會、污損國徽等極端行為“美化”為合理合法的“自由抗議”。

對此，劉大使一連串反問，做出了漂亮的回應(yīng)。

• Would the UK allow extremists to storm the Palace of Westminster or damage its facilities, and get away with it??

• 試問，英國會允許極端激進分子沖擊議會、破壞議會設(shè)施而逍遙法外嗎？

• Would the UK give permission for attacking police officers with lethal weapons or set fire to the police station without any punishment?

• 英國會允許用致命武器襲擊警察、燒毀警署而不加以懲罰嗎？

• Would the UK allow so-called pro-democracy rioters to occupy the airport, obstruct traffic, disturb social order or threaten the safety of people’s life and property? Aren't all these regarded as crimes in the UK?

• 英國會允許暴徒打著所謂民主的幌子占領(lǐng)機場、堵塞交通、破壞社會秩序、威脅民眾生命財產(chǎn)安全嗎？這些行為在英國難道不構(gòu)成違法犯罪嗎？

同時，劉大使作出嚴肅聲明，提醒某些外部勢力不要搬起石頭砸自己的腳。

??Third, foreign forces must stop interfering in Hong Kong's affairs.?

第三，外部勢力停止干預(yù)香港事務(wù)。

• Some Western politicians and organisations have publicly or covertly given various types of support to the violent radicals, and tried to interfere in the judicial independence of Hong Kong and obstruct Hong Kong police from bringing the violent offenders to justice.

• 一些西方國家政客和機構(gòu)明里暗里為暴力激進分子提供各種支持，為他們撐腰打氣，甚至干擾香港司法獨立，阻礙香港警方將暴力犯罪分子繩之以法。

• I want to reiterate here that Hong Kong is part of China; no foreign country should interfere in Hong Kong affairs.?

• 我想重申，香港是中國的香港，香港事務(wù)絕不容外國插手。

• We urge those foreign forces to respect China’s sovereignty and security, immediately stop interfering in Hong Kong affairs, stop interfering in China’s internal affairs, and stop conniving in violent offences.?

• 我們奉勸那些外國勢力，尊重中國主權(quán)和安全，立即停止以任何方式干預(yù)香港事務(wù)和中國內(nèi)政，立即停止縱容暴力犯罪。

• They should not misjudge the situation and go down the wrong path. Otherwise, they will “l(fā)ift the stone only to drop it on their own feet”.

• 不要誤判形勢，在錯誤的路上越走越遠，否則必將搬起石頭砸自己的腳。

自香港發(fā)生暴力沖突事件以來，不少外媒歪曲事實，將守護秩序的香港警方“妖魔化”，將極端示威者的暴力行為美化為“和平抗議”。

記者會上，BBC、《衛(wèi)報》和《泰晤士報》等英國主流媒體的代表悉數(shù)到場。

劉大使毫不留情地指出了他們中存在混淆是非、顛倒黑白、誤導(dǎo)公眾的行為，并且敦促媒體承擔起應(yīng)有的社會責(zé)任。

??Fourth, the media must shoulder due social responsibilities.

第四，媒體承擔起應(yīng)有的社會責(zé)任。

• Since what happened in Hong Kong, I have to say, the Western media have failed to play a credible role. Instead of reporting the situation in a just and objective manner, they have confused right and wrong, given unbalanced account and misled the public.?

• 香港事態(tài)發(fā)生以來，西方媒體扮演了十分不光彩的角色，不僅沒有公正客觀報道，反而混淆是非、顛倒黑白、誤導(dǎo)公眾。

• Such selective reporting and distortion have resulted in the prevalence of wrong information and have misled the public, especially young people in Hong Kong.?It is fair to say that Western media have inescapable responsibility for the current situation in Hong Kong!

• 正是這些媒體的“選擇性失聲”和“歪曲性報道”，使錯誤輿論大行其道，誤導(dǎo)了許多不明真相的民眾特別是香港年輕人。可以說，西方媒體對香港今天的局面負有不可推卸的責(zé)任！

講完這段話，大使館為在座的記者們播放了一條短片，大使表示，希望大家看一看在西方媒體看不到的畫面，聽一聽在西方媒體聽不到的聲音。

甚至針對記者付國豪實施非法拘押和嚴重暴力的行徑。

如此破壞社會秩序、襲警傷人的違法犯罪行為顯然遠不是他們標榜的“和平示威”。這些破壞香港法治、為非作歹的暴徒更不是什么“支持民主的人士”。

“治則興，亂則衰”，播放視頻結(jié)束后劉大使用這句中國古訓(xùn)描述今天的香港。

• Order fosters prosperity while unrest brews regress.

• I am confident that with the support of the Central Government of China?and under the leadership of the SAR Government and Chief Executive Carrie Lam, Hong Kong will bring violence to an end and restore law and order at an early date. Hong Kong, the “oriental pearl”, will once again shine brightly.

• 我堅信，在中國中央政府的大力支持下，在香港特區(qū)政府和林鄭月娥行政長官的帶領(lǐng)下，香港社會一定能夠盡快止暴制亂，盡早恢復(fù)正常秩序，使香港這顆東方明珠重放光彩。

大使的開場白結(jié)束后，開始了中外媒體的自由提問環(huán)節(jié)。

面對外媒記者窮追不舍的發(fā)問，劉大使從容作答，以下兩個回答最令人印象深刻：

• Question:?From your opening remarks, the behavior of some protesters are showing signs of terrorism. I wonder whether you might explain to us, what would be the redline, or the turning point, or the moment which constitute terrorism?

• 記者：根據(jù)您的開場致辭，某些示威者的行為展示出了恐怖主義的苗頭，不知您是否可以解釋一下，恐怖主義的紅線或轉(zhuǎn)折點是什么？

• Answer:?I think from both the video clips and also what is happening in Hong Kong now, especially what happened at the airport, it is already drawing worldwide condemnation. Many media regard it as a terrorist act. It’s no different from terrorists attacking police, attacking travelers. And even now attacking journalists, one of your colleagues from China. So we call it a symptom of terrorism, neo-terrorism. I would call it “neo-extremism”.

• 劉大使：我認為不論從剛才的視頻中還是香港正在發(fā)生的情況，尤其是在機場發(fā)生的情況，他們的殘暴行為已經(jīng)受到全世界范圍的譴責(zé)，很多媒體都認為這是恐怖主義行為，與其他恐怖分子襲擊警員、攻擊游客的行為無異，如今還襲擊了一名你們的中國記者同行，我們稱之為恐怖主義苗頭、新恐怖主義，我認為這是“新極端主義”。

此外，還有記者注意到了大使講話中提到，中國中央政府有足夠多的辦法、足夠強大的力量迅速平息可能出現(xiàn)的各種動亂，便追問“平息”是什么意思？如何“平息”當前的亂局？

• What exactly does?quell?mean though? How do you quell the protesters?

對此，劉大使給出了一個鏗鏘有力的回答：

• To put this to an end.

  平息就是讓它終結(jié)。
