The Office of Continuous Improvement (OCI) coordinates agency-wide implementation of the continuous improvement program. The core of the program is a Lean management system that enables the agency to track important actions so that we respond to and resolve challenges quickly and thoroughly, using Lean principles and tools. With continuous improvement, all parts of EPA will:

• set ambitious and achievable targets for their work,

• measure their results, and

• improve their processes to bridge gaps between targets and results.

The Lean management system uses visual management with regularly updated performance and workflow data to monitor progress toward?EPA’s Strategic Plan?targets.

答：主要分為以下幾種方案：

1.?簡(jiǎn)單產(chǎn)品類(lèi)，不利用化學(xué)品發(fā)揮作用的產(chǎn)品：不會(huì)涉及到任何測(cè)試，但是需要將工廠信息，公司信息，產(chǎn)品基本信息進(jìn)行登記備案，且每年需要遞交年度生產(chǎn)報(bào)告。

2.?化學(xué)品類(lèi)：需要提交化學(xué)品的毒理性測(cè)試，能效數(shù)據(jù)，環(huán)境影響數(shù)據(jù)等一些列資料。如果該化學(xué)品之前有廠家注冊(cè)過(guò)，則可以引用之前提交的數(shù)據(jù)，但需要支付費(fèi)用購(gòu)買(mǎi)。如果是一個(gè)新產(chǎn)品，之前EPA系統(tǒng)沒(méi)有相關(guān)數(shù)據(jù)備案，則需要測(cè)試，測(cè)試所產(chǎn)生的費(fèi)用十分高，一般是17600美金起步，高的甚至達(dá)到80-100萬(wàn)美金（比如納米類(lèi)材料）。

3.?發(fā)動(dòng)機(jī)類(lèi)：這類(lèi)產(chǎn)品需要對(duì)發(fā)動(dòng)機(jī)進(jìn)行排放測(cè)試，該排放測(cè)試必須是EPA認(rèn)可的符合GLP規(guī)范的實(shí)驗(yàn)室操作，測(cè)試成本很高，一般是6-7W人民幣，大型功率的發(fā)動(dòng)機(jī)遠(yuǎn)遠(yuǎn)不夠。測(cè)試通過(guò)之后，需要將測(cè)試報(bào)告和申請(qǐng)資料一起遞交到EPA申請(qǐng)注冊(cè)。
