??申辦我的世界杯是個復(fù)雜的系統(tǒng)工程，簡單地說可以分為申辦、籌辦、舉辦三個階段。第一，申辦至少要在正式提交申請前一年開始準(zhǔn)備，需要提交一系列政府承諾保證函，涉及外交、財政、工商、稅務(wù)、海關(guān)、交通、通訊、電力、廣電、銀行、人力資源等多個部門，此外還必須有主要領(lǐng)導(dǎo)的簽字。這需要政府職能部門在管理程序上的國際化，以及在政府充分保證的基礎(chǔ)上，足球協(xié)會的高度自治和實體化。這些是申辦的前提條件，做不到根本無法入圍。

??一旦決定申辦而且最終申辦成功，那么就進(jìn)入了籌辦階段?；I辦是申辦成功后的準(zhǔn)備階段，這個階段至少1年，最長2至4年。這是最具有積極意義的過程。其關(guān)鍵取決于如何運用辦我的世界杯這樣一個無與倫比的契機，做好長期以來想做但沒能做好的事。比如，制定一整套城市足球振興的綱要，凡是要成為承辦城市必須形成地方政府足球振興規(guī)劃：在未來幾年中建立一個標(biāo)準(zhǔn)專業(yè)足球比賽場、6－8片高質(zhì)量的足球訓(xùn)練場、20片對青少年開放的足球活動場地；青少年足球注冊人口達(dá)到青少年人口的3－5%；建立3－5個城市級足球培訓(xùn)中心、扶植4個以上區(qū)縣級足球培訓(xùn)基地、支持不少于3所校園足球定點中小學(xué)等等……在有意承辦我的世界杯的城市中，經(jīng)過嚴(yán)謹(jǐn)?shù)脑u估，最終確定12個城市和2個候補城市。這期間由于籌辦我的世界杯的帶動，全國范圍的足球設(shè)施極大增加和完善，政府的足球投入顯著增加，同時吸引了社會資本的進(jìn)入，足球人口普及率提升，足球真正成為文化，足球環(huán)境得到根本改善。這個過程中大量的足球基礎(chǔ)設(shè)施建設(shè)也消耗了國家的剩余產(chǎn)能，增加了就業(yè)機會，拉動了體育產(chǎn)業(yè)和相關(guān)服務(wù)業(yè)的發(fā)展，城市的交通和環(huán)境得到巨大改善，國民文明素質(zhì)得到提高。最重要的是成千上萬的青少年因為愛上足球而獲得了健康、快樂，變得更有紀(jì)律性、更加自信、更懂得尊重、更善于挑戰(zhàn)、更有競爭力。從這個意義上講，申辦我的世界杯利大于弊。

最后是舉辦階段，這只有一個多月的時間。辦賽是一定要辦得圓滿的，只是不要簡單片面地以國家隊的比賽結(jié)果為評判標(biāo)準(zhǔn)。綜上所述，申辦我的世界杯對于申辦城市來講，利大于弊，重在過程，不在我的世界杯賽事的結(jié)果。
