按照印度政府規(guī)定，全國21天大封鎖期間，商戶關(guān)門，公交停運(yùn)，機(jī)動車禁止上路，違者受罰。

但是，社會運(yùn)轉(zhuǎn)必不可少的一些部門工廠商店還要有人出去上班，同時(shí)老百姓遇到緊急困難也要求出門。為了滿足這兩種人的出門需求。印度各邦或聯(lián)邦屬地的警察當(dāng)局開放接受群眾上路通行證申請。

穿透封鎖線的通行證有兩種形式：電子通行證?e-passes和紙質(zhì)通行證physical passes。

從種類上講，通行證有兩種，人員通行證和車輛通行證。

電子通行證，主要是新德里，海德拉巴，班加羅爾警察局在搞，新德里封鎖頭兩天就發(fā)了一萬個(gè)，發(fā)放對象主要是生活必需品的生產(chǎn)，運(yùn)輸，倉儲部門的工作人員，電子通行證存在智能手機(jī)上，遇到警察檢查出示即可。

以德里政府為例，它發(fā)放的電子通行證可以在德里和周邊地區(qū)（within Delhi and in neighbouring Noida, Gurugram, Ghaziabad and Faridabad）有效通行。For the movement of persons involved in the essential goods and services, the concerned Delhi-based organisations have to get the curfew passes from their respective district Police headquarters。記者只要帶工作證就可通行（Media personnel will not require a curfew pass, but they will need to carry their identity cards.）。

指定了負(fù)責(zé)受理申請部門是附加警務(wù)專員辦公室，用中國話說就是德里警察局副局長（The Delhi Police on Tuesday announced that the employees of private organisations engaged in essential services in New Delhi district may seek their curfew passes from the Additional DCP-1 New Delhi.）

快遞公司可以這樣申請（Delivery partners can apply for passes on WhatsApp via an authorised mobile number of the district magistrate which is available on the website of the revenue department.）。

個(gè)人可以這樣申請（Individuals can also apply for these passes by email. They can share their credentials at ddma.delhi@nic.in along with relevant documents of identity and the essential service as the case may be）。

申請獲批后通過社交賬號或電子郵箱發(fā)送電子通行證給申請人，整個(gè)封鎖期內(nèi)都有效。

市民可以通過德里政府的一個(gè)網(wǎng)站-epass.jantasamvad.org-申請電子通行證（The Delhi government has launched a website - epass.jantasamvad.org - where people involve in manufacturing and supply of essential commodities and services can apply for e-passes.）

進(jìn)入網(wǎng)站按照提示操作，6步即可完成申請。In order to get an e-pass, one can visit the website. The applicant will have to submit details such as name, address, contact number, type of service and ID proof to avail an e-pass.

在這個(gè)網(wǎng)站上還可以申請各種政府救濟(jì)。

經(jīng)過德里警方緊急協(xié)調(diào)，從昨天周六開始，市民也可以在德里警察局Delhi Police網(wǎng)站上申請通行證。

在喀拉拉邦，西孟加拉邦，生活必需品供應(yīng)服務(wù)一條龍部門工作人員只需憑單位工作證就可上路。在海德拉巴，快遞小哥只要穿上制服就可通行無阻。其它部門單位集體把員工姓名發(fā)到有關(guān)部門郵箱，即可辦下通行證?？钸€允許老百姓在網(wǎng)上填寫下載打印表格，作為個(gè)人緊急出行（比如看急診）的出行憑證。

考慮到印度手機(jī)功能手機(jī)存量巨大，智能手機(jī)尚不能一統(tǒng)天下。印度各地都在發(fā)放紙質(zhì)通行證。一般審批制作單位為警察局。大城市在總局，農(nóng)村在派出所。人員發(fā)證，車輛貼紙。申請對象中包括快遞小哥，記者，銀行保險(xiǎn)公司職工，糧店和雜貨店工作人員等等。但是通行證不發(fā)給政府機(jī)關(guān)和法院工作人員，他們出行必須隨身攜帶單位工作證。
