近日，針對外媒對中國人權問題的質疑，英國學者約翰·羅斯發(fā)表了他的看法：“要我說，中國的人權就是讓人活下來?！?br/>

采訪中，主持人提問羅斯，中國在哪些方面做得好，其他國家可以借鑒？在中國親身經(jīng)歷了疫情的羅斯瞬間開啟了“夸贊五連”模式↓↓

擺數(shù)據(jù)：確診病例數(shù)持續(xù)減少

羅斯首先舉了中國確診病例數(shù)據(jù)變化的案例，他認為，中國迅速控制住確診病例上漲的趨勢，并持續(xù)6周保持確診病例數(shù)減少，向世界證明疫情是可控的。

• 我認為數(shù)據(jù)已經(jīng)很能說明問題了。I?think the data shows this?is absolutely quite clear.

• 首先，1月23日中國武漢開始封城。中國新增確診病例在接下來的13天中持續(xù)增長，于2月4日達到頂峰，新增確診人數(shù)達到3887例。此后的6周，新增確診病例持續(xù)減少。這證明了增長是可以被遏制的。

• Firstly, China to say that the first lockdown in Wuhan came on January 23.?The worst day for cases were then 3887 on February 4 that is to add 13 rising days of cases. Since then, you've had six weeks of declining cases.?It showed that it could be stopped.?

講道理：中國是唯一一個完全控制住疫情的國家

在回應中國曾被指責信息不透明的問題時，羅斯直擊問題核心：想問題不能過于理想主義，面對從未見過的病毒，誰都不可能做到完美。相反，中國出現(xiàn)疫情后果斷采取措施，并且成為唯一一個完全控制住疫情的國家。

• 我們沒有必要理想主義。沒有人之前見過這個病毒，所以從一開始就做得完美無瑕是不可能的。中國也沒有說他們?nèi)甲鰧α?。但他們一旦決定好，就果斷實施。

• Well, there is no need to romanticize things. This was a virus which nobody had ever seen before. Therefore it is absolutely impossible that everything will be done right at the beginning. It wasn't and China doesn't claim it was.?What they have done is once they decided on decisive measure…

• 我認為，所有歪曲事實的無理言論最終都會消失。人們會明白中國是唯一一個完全控制住疫情的國家。因此，中國是你們最應該學習的。

• So my view is that all the misrepresentations and nonsense which is coming out will fall away. And people will understand that China is the only country which has got the virus fully under control. And therefore that's the country which you have to study most.

此外，他認為面對來勢洶洶的疫情，批評中國完全不合時宜。

• 這可是二戰(zhàn)以來最嚴重的全球災難性事件。我覺得現(xiàn)在的情況非常嚴峻，這些批評中國的無理言論都很不合時宜。

• Because I think this is?going to be the most global cataclysmic event since world war II.?I think the situation is so serious that all this nonsense which is appeared in about?China's criticism all just cut through.?

作對比：西歐與美國比中國嚴重得多

接下來，羅斯對比了西歐、美國與中國的情況，他認為考慮到中國人口基數(shù)大的事實，僅從絕對數(shù)字上作比較非常不現(xiàn)實。而從嚴重程度上來看，歐洲和美國的情況比中國糟糕得多。

• 西歐和美國的疫情遠比中國嚴重。單單把疫情數(shù)據(jù)拿出來作比較毫無意義，中國人口世界排名第一，是美國人口的四倍之多，是意大利的二十三倍。

• … the outbreak in Western Europe and the United States is much, much worse than the one in China, because it's not very meaningful to make a comparison between absolute numbers when China's population is so much bigger than that of other countries. It's?more than four times the size of the United States population, 23 times the size of Italy's population.

• 如果意大利和中國的確診病例數(shù)相同，從疫情嚴重程度來看，意大利的情況比中國嚴重二十三倍。

• That means, therefore, for example, when you have the same number of cases in Italy and in China, this actually means the situation is 23 times as bad in Italy in terms of intensity.

• 截至當?shù)貢r間3月30日，美國累計確診病例為16萬。如果按照相同人口來換算，這一數(shù)據(jù)相當于中國的（確診病例有）70萬，但現(xiàn)在中國的總確診病例剛剛超過8萬。這意味著，從人口數(shù)量來計算，美國現(xiàn)在的情況比中國糟糕十倍。

• Or if you look at the cumulative cases in the US, which is 160,000 as of today, actually compared to China, that is 700,000. Now the total number of cases in China is?just slightly over 80,000. This means that the situation in the United States in terms of the population is 10?times as bad as the situation in China.

談方案：“中國措施”最可行你們陸續(xù)都會采取的

羅斯首先分析了美國疫情控制不力的原因就在于：沒有采取嚴格措施。

• 美國沒有采取嚴格的防疫措施，沒有強制讓百姓戴口罩，還讓他們往外跑。如果持續(xù)放任不管，病例數(shù)據(jù)還會一直增長。

• And this is because they are not taken extremely rigorous measures. They not making mask wearing compulsory. They are allowing people to go out. And if you do this, the number of cases will continue to rise.

• （美國）政府跟民眾說，這不是封城，這是對出行的建議。很遺憾，我覺得這樣的措施根本沒有用。必須要正式封城，否則不會見效。

• ……the United States, saying this is not a lockdown, this is a travel advice.?I'm sorry that these measures won't deal with it. You have to have a proper lockdown otherwise you won't do.?

因而，他得出結論，其他國家都會陸續(xù)采納中國的抗疫方案：采取嚴格措施，同時要保障民生……因為事實證明，這些措施才是有效的。

• 最本質的問題是，是否采取了最嚴格的措施，比如說，是不是只是簡單地給人們提出建議。逐漸地，其他國家都會開始實施和中國類似的舉措。

• But the fundamental thing that you've?got to understand is that you've got to impose the strictest possible measures.?For example, just?simply giving people advice and so on.?Gradually each country will be forced to?move towards the type of measures which China's taught me.

• 想讓人們乖乖待在家，需要將大量基礎設施建設落實到位。比如，給人們派送食物和醫(yī)療必需用品。這就需要全面的社會動員。事實證明，中國是正確的。

• In order to allow people to stay at home. You have to put in place a tremendous infrastructure, but you’ve got to deliver the food to them. You've got to?deliver essential medical supply. So it needs an all-out social mobilization.?The?facts prove that China was correct.?

求幫助：要多與中國交流，咨詢建議

羅斯認為，在這一關鍵時期，不應帶有政治目的去批判中國，反而應該多向中國學習。

• 我不是在批評任何人，因為現(xiàn)在形勢不容樂觀，不是進行政治性批判或攻擊任何人的時候。我只想讓這些國家學習中國，而不是像西方媒體那樣批評中國，他們應該積極同中國交流，向中國咨詢建議。

• I'm not saying this to criticize anybody, because the situation is much too serious to engage in sort of political or other types of attacking of people. What I want them to do is I want them to study China instead of?the criticism which is appearing in?western press. They should be desperately in contact with China, asking them for advice.?

羅斯表示，中國制造業(yè)完備，可以給其他醫(yī)療設備短缺的國家提供幫助，因此，他誠摯地建議各國與中國多交流，多咨詢。

• 中國擁有世界上最大的制造業(yè)，他們可以幫助其他國家解決醫(yī)療設備短缺的問題。所以無論怎么說，他們都應該同中國交流，咨詢可行的建議，請求切實可行的幫助。這是我想強調(diào)的一點。現(xiàn)在西方的情況甚至比中國最糟的時候還要糟糕多了。

• China is also by far the biggest manufacturing country in the world. They can help enormously with the supplies of medical equipment. So in every sense, they should be in contact and asking for?every possible advice, every possible practical help from?China.?That's what I want to stress.?Really the situation in the West is much worse than the situation that was even at the worst time of China.

最后，在回應記者關于外界評判中國措施過于嚴苛的問題時，他說了一句大實話：質疑中國的人權？“要我說，中國的人權就是讓人活下來！”

• 說中國（抗疫措施）太過嚴苛是無稽之談。有人曾反駁我說，那中國的人權紀錄呢？我回應說，中國的人權就是讓人們活下來。

• The stuff on draconian is nonsense. I mean, somebody said to me on an exchange, what about China's human rights record? And I said China's?human rights record is keeping people alive.?

同時，他再次強調(diào)，一定要嚴肅對待現(xiàn)狀，最關鍵的是救人！

• 我們得非常非常嚴肅地對待目前的情況。政府必須采取所謂的嚴苛的做法，否則無法成功阻止疫情蔓延。這就是病毒現(xiàn)在繼續(xù)在西歐和美國迅速傳播的原因。

• And therefore this is much, much too seriously. The government is going to have to take what would be called draconian, otherwise they won't succeed in getting on top of it. That's why it's continuing to spread extremely rapidly in western Europe and the United States.

• 政府得采取措施去救命！而且人們也希望（政府）采取恰當?shù)拇胧?，否則病毒不會停止傳播。

• They will be forced to save people's lives, and people are demanding?that the adequate measures are taken, otherwise the virus will not stop spreading.?
