據(jù)《紐約時(shí)報(bào)》報(bào)道，州長(zhǎng)安德魯·科莫周三表示，為采取更嚴(yán)格的措施來控制新冠病毒的傳播，他將開始要求紐約市民在無法保持社交距離時(shí)戴口罩或面罩。

• Imposing a stricter measure to control the spread of the coronavirus, Gov. Andrew M. Cuomo said on Wednesday that he would start requiring people in New York to wear masks or face coverings in public whenever social distancing was not possible.

這項(xiàng)命令將于當(dāng)?shù)貢r(shí)間周五（17日）正式生效，所有紐約市民在無法與他人保持六英尺安全社交距離的公共場(chǎng)合都必須遵守，比如公交或地鐵、擁擠的人行道以及各種雜貨店。

• The order will take effect on Friday and will apply to people who are unable to keep six feet away from others in public settings, such as on a bus or subway, on a crowded sidewalk or inside a grocery store.

“阻止病毒傳播是當(dāng)務(wù)之急，”科莫在發(fā)布會(huì)上說，“當(dāng)你要接近一個(gè)人時(shí)，你怎么能不戴口罩呢？”

• “Stopping the spread is everything,” Mr. Cuomo said during his daily briefing in Albany. “How can you not wear a mask when you’re going to come close to a person?”

科莫舉例說，“你到公園去散步，這沒問題。出去散步是因?yàn)榧依锏墓纷屇阈臒┮鈦y，你需要出門走走，沒問題，但不要把病毒傳染給我，你沒有權(quán)利傳染我。”

兩周前，美國(guó)疾病控制與預(yù)防中心(CDC)突然改口，建議民眾在難以保持社交距離的公共場(chǎng)合以布料遮住口鼻，當(dāng)時(shí)紐約市政府也建議民眾這么做，但并不是強(qiáng)制性的。

科莫表示，本周末地方政府將開始執(zhí)行這項(xiàng)強(qiáng)制命令，但之前將有三天的過渡期，讓紐約居民有時(shí)間購(gòu)買口罩或制作面罩。

• We'll give people three day Notice to allow compliance just on the off chance that somebody doesn't have a cloth covering.

• You must wear a mask. Or cloth or an attractive bandana or a colour coordinated bandana cloth.

違規(guī)的人可能受到民事處罰

據(jù)美國(guó)消費(fèi)者新聞與商業(yè)頻道CNBC報(bào)道，科莫表示目前不會(huì)（給未執(zhí)行者）開出罰單，但他并沒有排除這一可能。

• While Cuomo said he's not going to impose fines right now, he didn't rule out the possibility.?

• The state would consider issuing civil penalties to people who fail to abide by the order, but not criminal penalties: “You’re not going to go to jail for not wearing a mask,” Mr. Cuomo said.

• He said he hopes New Yorkers follow the rule "because it makes sense."

全美有3個(gè)州強(qiáng)制戴口罩

據(jù)美國(guó)約翰斯·霍普金斯大學(xué)發(fā)布的數(shù)據(jù)，截至美國(guó)東部時(shí)間4月15日晚6時(shí)，美國(guó)新冠肺炎確診約63.5萬例。在疫情最為嚴(yán)重的紐約州，目前共確診214452例，死亡11617例。

《紐約時(shí)報(bào)》援引全美州長(zhǎng)協(xié)會(huì)的數(shù)據(jù)稱，紐約州是繼新澤西州和馬里蘭州后，第三個(gè)在全州范圍內(nèi)，頒布類似佩戴口罩命令的州。

• New York, New Jersey and Maryland are so far the only states to have issued broad orders mandating face coverings in most public settings, according to the most recent information from the National Governors Association.?

但相較而言，新澤西州的措施更為嚴(yán)格。

上周，新澤西州州長(zhǎng)菲利普·墨菲下達(dá)命令，規(guī)定所有在商店和其他重要場(chǎng)所內(nèi)的民眾，都必須佩戴口罩。除非你未滿兩周歲，或者身體狀況不允許戴口罩。

• A similar rule was issued in New Jersey last week. The order, issued by Gov. Philip D. Murphy, made it mandatory for all people inside stores and other essential businesses to wear face coverings unless they are under 2 years old or have a medical condition that prevents them from wearing a mask.

隨后，新澤西州各地的商店都豎起了警示牌，警告顧客不遮住臉不得進(jìn)入店內(nèi)。一些商店采取了更強(qiáng)硬的措施，要求沒有遮蓋面部的顧客離開。

• Signs have popped up at stores throughout New Jersey warning customers that they will not be allowed in unless they cover their faces. Some stores have taken a stronger stance, asking people without coverings to leave.

新澤西州的警察還逮捕了數(shù)名無視禁令的人。
