The Atlantic Charter 大西洋憲章
AUGUST 14, 1941
8月14號,1941年
The President of the United States of America and the Prime Minister,?Mr. Churchill, representing His Majesty's Government in the United Kingdom, being met together, deem it right to make known certain common principles in the national policies of their respective countries on which they base their hopes for a better future for the world.
First, their countries seek no aggrandizement, territorial or other;
第一,他們兩個國家不尋求任何領(lǐng)土的或其它方面的擴張;
Second, they desire to see no territorial changes that do not accord with the freely expressed wishes of the peoples concerned;
第二,他們不希望看見發(fā)生任何與相關(guān)人民的自由意志不相符合的領(lǐng)土變更;
Third, they respect the right of all peoples to choose the form of government under which they will live; and they wish to see sovereign rights and self government restored to those who have been forcibly deprived of them;
第三,他們尊重所有民族選擇自己政府的組織形式的權(quán)利;他們希望看到曾經(jīng)被武力剝奪主權(quán)及自治權(quán)的民族,重新獲得主權(quán)與自治;
Fourth, they will endeavor, with due respect for their existing obligations, to further the enjoyment by all States, great or small, victor or vanquished, of access, on equal terms, to the trade and to the raw materials of the world which are needed for their economic prosperity;
第四,他們要在尊重他們現(xiàn)有的義務下,努力促使所有國家,不分大小,戰(zhàn)勝者或戰(zhàn)敗者,都有機會在同等條件下,為了實現(xiàn)它們經(jīng)濟的繁榮,參加世界貿(mào)易和獲得世界的原料;
Fifth, they desire to bring about the fullest collaboration between all nations in the economic field with the object of securing, for all, improved labor standards, economic advancement and social security;
第五,他們希望促成所有國家在經(jīng)濟領(lǐng)域內(nèi)最充分的合作,以促進所有國家的勞動水平、經(jīng)濟進步和社會保障;
Sixth, after the final destruction of the Nazi tyranny, they hope to see established a peace which will afford to all nations the means of dwelling in safety within their own boundaries, and which will afford assurance that all the men in all lands may live out their lives in freedom from fear and want;
第六,在納粹暴政被消滅后,他們希望建立和平,使所有國家能夠在它們境內(nèi)安然自存,并保障所有地方的所有人在免于恐懼和匱乏的自由中,安度一生;
Seventh, such a peace should enable all men to traverse the high seas and oceans without hindrance;
第七,這樣的和平將使所有人能夠在公海上不受阻礙地自由地航行;
Eighth, they believe that all of the nations of the world, for realistic as well as spiritual reasons must come to the abandonment of the use of force. Since no future peace can be maintained if land, sea or air armaments continue to be employed by nations which threaten, or may threaten, aggression outside of their frontiers, they believe, pending the establishment of a wider and permanent system of general security, that the disarmament of such nations is essential. They will likewise aid and encourage all other practicable measure which will lighten for peace-loving peoples the crushing burden of armaments.
