1. when does information become intelligence?
Information(信息)
the plethora(過(guò)多,過(guò)剩) of information openly available and accessible through legal means, that is neither analyzed nor vetted(審查) for purposes of national security.(未經(jīng)處理過(guò))
Intelligence(情報(bào))
collected, analyzed, and vetted information needed by the President, the national security Council… intelligence is classified unless it is designated as Open Source Intelligence(OSINT).(處理過(guò)的,特殊機(jī)構(gòu)需要的)
2. the need for Intelligence
why is intelligence needed?
Governments need to hide and protect information from other governments, which, in turn, need to discover the hidden information.(隱藏和保護(hù)自己,順路挖別人)
what is the Rationale(根本原因) for the need?
protection and defense of the state's internal security and it's interests abroad, and those of its allies.(保護(hù)和防御內(nèi)部安全和外在利益,和自己人)
what lies at the core of intelligence?
analysis of a given issue towards a common security objective.(對(duì)安全事項(xiàng)有目的的分析)
3. Intelligence analysis
what is analysis?
cognitive process that produces judgments(判斷), forecasts(預(yù)告), and insights(洞悉).
Components of analysis
a. Judgment: conclusion based on incomplete information bounded by uncertainty. therefore, it may not be probable.(整理不完整,不確定的信息)
b. Forecast: judgments, not predictions, about future events. they lack certainty.(對(duì)未來(lái)進(jìn)行有根據(jù)的判斷)
c. Insight: judgments placed within their context. analysis of how a given situation is evolving produces insight. (結(jié)合情況進(jìn)行判斷,分析現(xiàn)有情況的發(fā)展)
