Mr. President and Colleagues,
主席先生，同志們：

The UN must come of age. It must become the visible and credible expression of the globalization of politics. The modern world insists we are dependent on each other. We work with each other or we suffer in isolation. The principles of the UN have always had a moral force. Today they receive the sharper impulse of self-interest.
聯(lián)合國(guó)必須成熟起來，成為政治全球化重要而可靠的代言。相互依存是當(dāng)今時(shí)代的要求，各成員國(guó)若不通力合作將孤立無緣。聯(lián)合國(guó)的原則始終是一種道德力量。今天，各國(guó)的自身利益又讓這些原則得以鞏固。

The terrorist attacks in Britain on 7 July have their origins in an ideology born thousands of miles from our shores. The proliferation of nuclear, chemical and biological weapons will never be halted outside of an international consensus to do so. Failed states, as we know to our cost, fail us all. The protection of the environment, the promotion of international trade: we can do nothing without effective action together.

And when we look with revulsion, as we should, at the misery of the millions who die in Africa and elsewhere through preventable famine, disease and conflict, the urgency to act is driven not just by conscience but by an inner sense that one day, if we refuse to act, we will reap a dire reward from our refusal.

What's more, humanity today is confident of its common values. Give people the chance and they always vote for freedom; always prefer tolerance to prejudice, will never willingly accept the suppression of human rights and governance by extremism.?So the challenge is clear; the values clear; the self-interest in upholding them together also clear.
此外，今天人類對(duì)其共同的價(jià)值觀充滿自信。給予人民機(jī)會(huì)，他們總會(huì)選擇自由，崇尚容忍，摒棄偏見，他們永遠(yuǎn)不會(huì)自愿接受人權(quán)壓制和極權(quán)主義統(tǒng)治。所以，挑戰(zhàn)已經(jīng)明確，價(jià)值觀已經(jīng)明確，堅(jiān)持共同價(jià)值觀的自身利益也已明確。

What must now be clear is that the UN can be the instrument of achieving the global will of the people. It must give leadership on terrorism. There is not and never can be any justification, any excuse, any cause that accepts the random slaughter of th innocent. Wherever it happens, whoever is responsible, we stand united in?condemnation.
現(xiàn)在必須明確的是聯(lián)合國(guó)可以成為實(shí)現(xiàn)世界人民意愿的途徑。聯(lián)合國(guó)必須在打擊恐怖主義上發(fā)揮領(lǐng)導(dǎo)力。我們沒有也永遠(yuǎn)不可能找到任何理由、任何借口、任何原因來接受恣意屠殺無辜平民的行為。無論發(fā)生在何地方，無論誰是主謀，我們都將共同譴責(zé)這種行為。

The United Nations must strengthen its policy against non-proliferation; in particular, how to allow nations to develop civil nuclear power but not nuclear weapons. The new Human Rights Council must earn the world's respect not its contempt. The United Nations Peace-building Commission must become the means of renewing nations, where war and the collapse of proper systems of government have left them ravaged and their people desolate.
聯(lián)合國(guó)必須在核不擴(kuò)散方面加強(qiáng)政策建設(shè)，具體來說即如何讓成員國(guó)發(fā)展民用核能而非核武器。新成立的人權(quán)理事會(huì)必須爭(zhēng)取贏得國(guó)際社會(huì)的尊重而不是受到國(guó)際社會(huì)的鄙夷。聯(lián)合國(guó)建立和平委員會(huì)必須成為國(guó)家重建的工具，必須幫助那些深陷戰(zhàn)爭(zhēng)泥潭的國(guó)家、那些政府體系崩潰的國(guó)家、那些民不聊生的國(guó)家。

For the first time at this Summit we are agreed that states do not have the right to do what they will within their own borders, but that we, in the name of humanity, have a common duty to protect people where their own governments will not.
在本次會(huì)議上，各國(guó)首次達(dá)成一致，認(rèn)為成員國(guó)政府沒有權(quán)利在本國(guó)疆土之內(nèi)肆意妄為，每個(gè)成員國(guó)都應(yīng)以全人類之名義，承擔(dān)起共同的責(zé)任，保護(hù)那些得不到自己政府保護(hù)的人民。

Stalking this summit, like a spectre, are the Millennium Development goals. The struggle against global poverty will define our moral standing in the eyes of the future. The G8 in Scotland shows how we redeem it. I have heard people describe the outcomes of this Summit as modest, No summit requiring unanimity from 191?nations can be more than modest.
《千年發(fā)展目標(biāo)》如幽靈般圍繞著本次峰會(huì)，讓我們不敢懈怠。從長(zhǎng)遠(yuǎn)來看，在消減貧困方面做出的努力將決定我們的道德地位。在蘇格蘭舉行的G8會(huì)議展現(xiàn)了我們?cè)跍p貧方面的具體措施。我聽到有人說本次峰會(huì)的成果將非常有限，然而任何一個(gè)需要191個(gè)成員國(guó)達(dá)成一致的峰會(huì)其成果絕不是有限的。

But if we did what we have agreed on doubling aid, on opening up trade, on debt relief, on HI V/AIDS and malaria, on conflict prevention so that never again would the world stand by, helpless when genocide struck, our modesty would surprise.
本次峰會(huì)已經(jīng)達(dá)成多項(xiàng)共識(shí)：增加援助、開放貿(mào)易、減免債務(wù)、防治艾滋病和瘧疾、預(yù)防沖突，如果我們?cè)谶@些方面做出實(shí)質(zhì)性努力，當(dāng)種族滅絕發(fā)生的時(shí)候，世界將不再無助地袖手旁觀，而這些有限的成果也將一鳴驚人。

There would be more democracy, less oppression. More freedom, less terrorism. More growth, less poverty. The effect would be measured in the lives of millions of people who will never hear these speeches or read our statements.
如果我們付出努力，世界將會(huì)多一些民主，少一些壓迫；多一些自由，少一些恐怖威脅；多一些發(fā)展，少一些貧困。我們?nèi)〉玫某晒K將影響數(shù)百萬人的生活，雖然他們不會(huì)聽到我們的講演，不會(huì)讀到我們的報(bào)告。

But it would be the proper vocation of political leadership; and the United Nations would live up to its name. So we should?do it.
