1983年初春，周興和野心勃勃來到三元公社。

In the early spring of 1983, Zhou Xinghe came to Sanyuan Commune with great ambition.

他向公社領導提出，要組建“三臺縣東風建筑工程隊”。

He proposed to the commune leadership, to set up the "Santai County Dongfeng Construction Engineering Team."

“什么，你要組建建筑工程隊？”新來的公社領導有點不相信自己的耳朵，他接過周興和辦企業(yè)的申請書看了又看，疑惑地望著眼前這個年輕人。

“這我知道，需要具備的資質有工程技術人員、資金來源、股份確定、公司章程等。”周興和答道，“辦營業(yè)執(zhí)照需要建委、工商、稅務、安全等12個部門蓋章?！?/p>

“你既然知道這些，那你具備了哪些資質，又怎么去辦這工商執(zhí)照呢？”

“這些都不要領導操心，由我自己去辦就是了。我只要以公社的名義去申辦，到時你們就只管按規(guī)定收管理費就是了。”

“這……”公社領導依然疑惑地望著周興和，他思忖了一下，半天才猶豫著說道，“辦鄉(xiāng)鎮(zhèn)企業(yè)，這個事政府倒是大力提倡的。但……這樣，你可以先試試。你如果能把執(zhí)照辦下來，我們再研究這工程隊是否掛靠在公社吧。”

得到公社領導首肯，周興和就開始風風火火地運作起來。

自農村實行家庭聯產承包責任制后，周興和也和當地農民一樣，分得了承包的土地——說來也日怪，中山村這個地方，人還是那些人，土地還是那些土地，可包產到戶后，當年全隊的糧食增產就近兩倍！而且，農民種地也并沒有像先前那樣，每天起早貪黑在坡上勞作，反而有了空閑時間。周興和家里和其他人家一樣，也逐漸開始吃上了飽飯。過去人吃的紅苕藤和牛皮菜，逐漸都讓給豬吃了，到后來，連豬食里也能添幾把包谷面了！

The sweet potato vine and chard eaten by person in the past, were given to feed the pig gradually, and later, even the pigswill could be added with some corn flour!

由此可見，人間的饑餓固然有天災的原因，但更有人為的禍害呀！

Thus, it can be seen that the reason of human hunger was indeed the cause of natural disasters, but more of the man-made evil!

求得了溫飽，周興和便在農閑時間，開始正大光明地在三臺、鹽亭、綿陽等地做藥材、香煙、生豬等小生意了。幾年下來，讓他松了口氣的是，他不僅還清了生產隊的欠款，還有了一點積蓄。他手里有了一點小錢后，便買來自行車、租來拖拉機開始販賣樹苗、木材、水泥、磚瓦等生意來。

Getting the food and clothing, Zhou Xinghe began to do some medicinal material, cigarette, pig and other small business in Santai, Yanting, and Mianyang in the farming slack time. Over several years, to his relief, he not only paid off the loan to the production team, but also saved a little money. With a little money in hand, he bought a bicycle, rented a tractor and started selling the saplings, timber, cement, bricks and so on.

或許周興和原本就是做生意的料。發(fā)展到后來，他已不再滿足于在本地小打小鬧，他的眼界已經逐漸擴大到成都、重慶、西安、蘭州、西寧等大中城市，他的觸角已經伸到了修房建屋、承攬工程的領域了。

Perhaps, Zhou Xinghe was born to be the businessman. Later, he was no longer satisfied with the local small business, and his vision had gradually expanded to Chengdu, Chongqing, Xi'an, Lanzhou, Xining and other large and medium-sized cities, and the field had extended to the construction of houses and contracted projects.

由于受沿海大辦鄉(xiāng)鎮(zhèn)企業(yè)的啟示，他敏銳地意識到，要想把事業(yè)做大，就必須先有自己的企業(yè)。周興和考慮了一段時間，做了一些準備后，率先在當地提出辦建筑工程隊的申請來。

Inspired by the coastal township enterprises, he was keenly aware that if he wanted to make his career bigger, he had to possess his own enterprise. After Zhou Xinghe considered for some days and did some preparation, he took the lead in the local application for construction engineering team.

從公社出來，周興和就開始馬不停蹄地跑工商、稅務等部門，辦起營業(yè)執(zhí)照來——這個過程很復雜很曲折，恕不贅述了。

但，年紀輕輕、無權無錢的周興和，他有本事把這個企業(yè)辦好么？人上一百，形形色色。面對周興和，有人恭維，有人懷疑，有人觀望，自然也有人妒忌。

是的，申辦了執(zhí)照只是企業(yè)開辦的第一步，周興和眼前面臨的第一個難題，他這樣一個名不見經傳的農村建筑隊，所有的成員都是泥腿子，如何攬來工程呢？
