最近有個(gè)很火的綜藝(variety?shows)，我看了《少年的你》中的一個(gè)片段（segment），其中談到的話題是關(guān)于校園霸凌（school bullying）的，看完后感受很多，就把電影看了一遍，結(jié)合最新的時(shí)政新聞跟大家聊一聊，順便學(xué)習(xí)一些單詞。其實(shí)，這個(gè)話題其實(shí)一直以來都不是什么新鮮話題，但近日又被提上日程。2020年10月17日發(fā)布的最新消息(red-hot news)，新修訂的《未成年人保護(hù)法》(The amended Law on Protection of Minors)經(jīng)全國人大常委會(huì)表決通過(approving by voting)，自2021年6月1日起施行(put into effect/implement/nforce)。

新修訂的《未成年人保護(hù)法》比現(xiàn)行法律(existing law)增加了近一倍條款(clause)，并新增章節(jié)“網(wǎng)絡(luò)保護(hù)”（internet protection），以保護(hù)未成年人網(wǎng)絡(luò)安全（in a bid to protect those under the age of 18 when they are online）。
針對未成年人沉迷網(wǎng)絡(luò)（be addicted to internet）等問題，新修訂的《未成年人保護(hù)法》作出規(guī)定：

網(wǎng)絡(luò)產(chǎn)品和服務(wù)提供者不得向未成年人提供誘導(dǎo)其沉迷的產(chǎn)品和服務(wù)。

(Internet product and service providers shall not offer minors with products and services that induce addiction.)

在應(yīng)對網(wǎng)絡(luò)欺凌(cyberbullying)方面，新修訂的《未成年人保護(hù)法》作出規(guī)定：

遭受網(wǎng)絡(luò)欺凌的未成年人及其父母或者其他監(jiān)護(hù)人有權(quán)通知網(wǎng)絡(luò)服務(wù)提供者采取刪除、屏蔽、斷開鏈接等措施。

(The minors under cyberbullying and their parents and guardians have the right to inform the internet service providers to take measures such as deleting, blocking or disconnecting links.)

在性侵和性騷擾（sexual assault and harassment）方面，規(guī)定:

對性侵害、性騷擾未成年人等違法犯罪行為，學(xué)校、幼兒園不得隱瞞，應(yīng)當(dāng)及時(shí)向公安機(jī)關(guān)、教育行政部門報(bào)告，并配合相關(guān)部門依法處理。

(The revision also makes provisions on sexual assault and harassment against minors, stipulating that schools and kindergartens shall not conceal such illegal and criminal acts, and shall promptly report to the public security and education authorities, and cooperate with relevant departments according to law.)

詞匯補(bǔ)充：Cyberbullying（網(wǎng)絡(luò)欺凌），這個(gè)概念指的是人們通過互聯(lián)網(wǎng)對個(gè)人或群體的惡意、重復(fù)傷害行為。Bully這個(gè)詞作名詞講的時(shí)候就是指“惡霸，仗勢欺人者”，所以，實(shí)施網(wǎng)絡(luò)欺凌的人是cyberbully，實(shí)施校園欺凌的人就叫school bully。?比如：

I fell victim to the office bully.

我成了辦公室惡霸的欺凌對象。

Minor 在法律上指未滿18歲的人，即“未成年人”。在學(xué)校里，minor可以指“輔修（課程）”或者“輔修生”，與major（專業(yè)）相對。比如：

Cigarette sales to minors are not allowed.

禁止向未成年人銷售香煙。

我們應(yīng)該怎么做，防止此類情況的發(fā)生呢？
可以從下面三個(gè)角度來解決：

1 父母應(yīng)該密切關(guān)注未成年身心健康，尤其是留守兒童；

2 學(xué)校應(yīng)該開設(shè)一些網(wǎng)絡(luò)安全課，幫助學(xué)生提高網(wǎng)絡(luò)安全意識(shí)；

3 公司（網(wǎng)絡(luò)產(chǎn)品和服務(wù)提供者）不得向未成年人提供誘導(dǎo)其沉迷的產(chǎn)品和服務(wù)；

4 政府應(yīng)該建立防沉迷系統(tǒng)以保護(hù)未成年人網(wǎng)絡(luò)安全。

1 Parents are expected to pay close attention to?physical and mental health of youngsters, especially the left-behind children;

2 It is advisable and reasonable for the school to open up internet security classes in order to help students raise the awareness of internet safety.

3 Internet product and service providers shall not offer minors with products and services that induce addiction;

4 The?education authorities are supposed to set up?anti-addiction system in a bid to protect those under the age of 18 when they are online.
