邢靈敏，教授，國家一級美術(shù)師，國務(wù)院國賓禮特供藝術(shù)家（人才）；城市規(guī)劃與建筑設(shè)計高級工程師、高級室內(nèi)設(shè)計師、高級景觀設(shè)計師、英國皇家特許建造師；中國國際藝術(shù)家協(xié)會副主席，中國書畫家聯(lián)誼會新文藝書畫工作委員會委員，中國楹聯(lián)學會書法藝術(shù)研究會委員；海南省齊白石藝術(shù)研究會副會長兼秘書長，海南省美術(shù)家協(xié)會會員。

他被聘為：英國牛津藝術(shù)學院客座教授，海南大學美術(shù)與設(shè)計學院客座教授、碩導(dǎo)，海南科技職業(yè)大學藝術(shù)學院教授。
邢靈敏教授對建筑環(huán)境藝術(shù)、中國繪畫-花鳥都有著很高的造詣，把藝術(shù)設(shè)計與中國繪畫、雕塑藝術(shù)融合是繪畫的一大創(chuàng)舉，拜讀他的作品讓人精神振奮，由此，他獲得“設(shè)計藝術(shù)家”稱號。

他曾主持設(shè)計、任施工總指揮的海南博鰲亞洲論壇會址、博鰲超級醫(yī)院、柬埔寨工業(yè)城賓館、廣東盤龍峽旅游風景區(qū)，諸多鄉(xiāng)村生態(tài)旅游、五星級酒店等多項國內(nèi)外重大項目。主持策劃、規(guī)劃、設(shè)計的國內(nèi)外建筑、裝飾、景觀、雕塑、旅游風景區(qū)、房地產(chǎn)等項目超過百項。
