越夜越嗨！中國“夜經(jīng)濟(jì)”崛起，你晚上出去玩了嗎？

近日，國務(wù)院辦公廳印發(fā)《關(guān)于加快發(fā)展流通促進(jìn)商業(yè)消費(fèi)的意見》（以下簡稱《意見》）提出了20條穩(wěn)定消費(fèi)預(yù)期、提振消費(fèi)信心的政策措施。

The State Council has rolled out 20 measures to boost domestic consumption and pledged to further carry out reforms and apply new technologies to promote commerce.
國務(wù)院推出了20條政策措施提振國內(nèi)消費(fèi)，并承諾深化改革，運(yùn)用新技術(shù)促進(jìn)商業(yè)發(fā)展。

這20條措施主要集中在創(chuàng)新流通發(fā)展、培育消費(fèi)熱點(diǎn)、深化“放管服”改革、強(qiáng)化財(cái)稅金融支持、優(yōu)化市場流通環(huán)境五方面。

其中，“活躍夜間商業(yè)和市場”格外引人關(guān)注。

▌什么是“夜經(jīng)濟(jì)”？

“夜經(jīng)濟(jì)”通常是指服務(wù)部門在下午6點(diǎn)至次日早上6點(diǎn)之間進(jìn)行的經(jīng)濟(jì)活動。

The nighttime economy usually refers to economic activities occurring in the service sector between 6 pm and 6 am.

《意見》鼓勵(lì)主要商圈和特色商業(yè)街與文化、旅游、休閑等緊密結(jié)合，適當(dāng)延長營業(yè)時(shí)間，開設(shè)深夜?fàn)I業(yè)專區(qū)、24小時(shí)便利店和“深夜食堂”等特色餐飲街區(qū)。

《意見》指出，有條件的地方可加大投入，打造夜間消費(fèi)場景和集聚區(qū)，完善夜間交通、安全、環(huán)境等配套措施，提高夜間消費(fèi)便利度和活躍度。

今年以來，為繁榮夜間經(jīng)濟(jì)，各地已出臺多份指導(dǎo)意見。

Authorities nationwide have beefed up measures to develop the?nighttime economy, with?steps?to encourage?post-dusk?business activities and later closing hours at museums and art galleries.
全國各地政府加大政策力度發(fā)展夜經(jīng)濟(jì)，推出多項(xiàng)措施鼓勵(lì)夜間商業(yè)活動，鼓勵(lì)博物館和美術(shù)館等延長營業(yè)時(shí)間。

以北京為例，2019年7月北京出臺“夜間經(jīng)濟(jì)13條”，進(jìn)一步繁榮夜間經(jīng)濟(jì)。

For instance, Beijing has vowed to prolong the working hours of its subway lines on weekends. Also, additional night buses will be operational at almost 25 bus lines in the city's main commercial areas.
例如，北京承諾周末延長地鐵運(yùn)行時(shí)間。此外，在主要商業(yè)區(qū)的25條公交線路上增加夜間班車。

By the end of 2021, a bunch of nighttime landmarks, business districts and living areas will be set up throughout the capital, which is expected to be featured as part of a world-renowned "Night Capital" consumer brand.
到2021年底，北京市將形成一批夜間地標(biāo)、商圈和生活圈，打造具有全球知名度的“夜京城”消費(fèi)品牌。

天津提出打造“夜津城”，2019年底前形成6個(gè)市級夜間經(jīng)濟(jì)示范街區(qū)，將全面促進(jìn)夜間經(jīng)濟(jì)發(fā)展，打造城市亮麗名片。

Tianjin plans to construct six nighttime commercial blocks, which would include Italian-style streets, food streets, squares, and parks for entertainment. The city also plans to conduct light shows alongside Haihe River, the country's folk-art performances, night carnivals along with increasing the operational hours of the shopping malls and restaurants.?
天津計(jì)劃建設(shè)六個(gè)夜間商業(yè)街區(qū)，包括意大利風(fēng)情街、美食街、廣場和娛樂公園。該市還計(jì)劃在海河沿岸舉辦燈光表演、民間藝術(shù)表演、夜間嘉年華等，同時(shí)還將延長商場和餐館的營業(yè)時(shí)間。

上海設(shè)立“夜間區(qū)長”“夜生活首席執(zhí)行官”，進(jìn)一步優(yōu)化夜間營商環(huán)境。

Shanghai has allowed visitors to take night-time tours of Shanghai Zoo to experience the nocturnal behavior of animals. As early as April this year, the city also announced its plan for promoting 24-hour movie theaters.
上海允許游客夜間參觀上海動物園，體驗(yàn)動物的夜間行為。早在今年4月，該市就推出了24小時(shí)影院推廣計(jì)劃。
