Background:
Interest balance is the goal and demand for human beings to realize fairness and justness.
The value orientation of public administration has been changed from attaching importance to effectiveness to social equity and men since 1970s.
Influenced by management ethnics value, education administration pays more importance to education equity.
Therefore, in macro level, public interests such as pursuing fairness, just-ness, etc. becomes the ultimate goal of colleges to survive and develop.
Meanwhile, colleges are the most important bases of cultivating social talents.
Talents cultivation, scientific research and serving the society is the three major functions for colleges.

Methods as literature, questionnaire, interview, ethnography and case study are used in the research.

By means of hierarchical identification of stakeholders in college professional construction, core stakeholders are defined.
The special education major of G college should possess the characteristics of applicable type major, its characteristics of stakeholders is clear.
Taking the course of its sustainable construction from the be-ginning of setting for example, the dissertations analyses the interest, rights and re-possibilities of stakeholders in specialty construction, interest demand and conflict, and the course of benefit interaction and games of stakeholders for all parties, discusses the rules of interest game and the information that influences the game, and structure the model of interest game, the law of interest game that can be revealed, the structure of game mechanism and ways of realizing interest balance.
It also discusses possibilities and mechanism of the co-operation among stakeholders in specialty construction by noncooperative game.

Results:
Research shows that college professional construction is the process of politics and the result of continuous interest game for stakeholders by using their own powers, so is the result of interest game for the construction of various cooperative mechanism.
College professional construction is not a borderless game, it mainly takes balance and mutual benefit as principle, and various system construction as guarantee. Interest game regards balance and mutual benefit as basic principle.
Interest game in college professional construction is a game of incomplete information.
However, there are some dilemmas as the disagreement between individual reason and collective reason in interest game, information asymmetry, integration of balance of interest ,etc., which affect the tactics and behavior choice of the game players.
Owing to the nature of quasi public product that college possesses, stakeholders in college professional construction can not completely be taken as hypothesis of reasonable “economic man”.
The game interest not only contains material interest but also moral one, it needs optimization and improvement of the game participation mechanism, interest expression mechanism, intensive and restraint mechanism, etc. to build mechanism of balance of interest by means of strengthening the comprehensive control of the internal governance and ex-ternal governance, from the visual angle of the fusing of “economic man” reason and “moral man” reason, to promote the cooperation of stakeholders in college professional construction and further the balance of the game.
