路透社17日援引知情人士的消息稱，包括高通、英特爾等在內(nèi)的華為美國(guó)芯片供應(yīng)商在秘密地施壓美國(guó)政府，要求放寬華為禁令。

文章提到，甚至華為自己都沒(méi)有向美國(guó)政府游說(shuō)（Huawei itself avoids typical government lobbying），但是美國(guó)芯片供應(yīng)商卻先按捺不住了。

• Huawei’s American chip suppliers, including Qualcomm and Intel, are quietly pressing the U.S. government to ease its ban on sales to the Chinese tech giant, even as Huawei itself avoids typical government lobbying, people familiar with the situation said.

據(jù)知情人士稱，美國(guó)頂級(jí)芯片制造商英特爾和賽靈思高管今年5月下旬出席了美國(guó)商務(wù)部的會(huì)議，商討華為被美國(guó)列入黑名單之后的對(duì)策（a response to Huawei’s placement on the black list）。

文章稱，美國(guó)這項(xiàng)禁令以政府所謂的“國(guó)家安全問(wèn)題”（what the government said were national security issues）為由，禁止美國(guó)芯片供應(yīng)商向華為售賣(mài)芯片。

有4位知情人士稱，高通也在此問(wèn)題上向美國(guó)商務(wù)部施壓。

華為董事長(zhǎng)梁華表示，谷歌也曾向政府提議，希望可以繼續(xù)和華為做生意。

• Google, which sells hardware, software and technical services to Huawei, has also advocated so it can keep selling to the company, Huawei Chairman Liang Hua told reporters in China earlier this month.

▌華為高管：從未請(qǐng)供應(yīng)商替自己游說(shuō)

據(jù)報(bào)道，華為公共與政府事務(wù)部總裁辦副總裁安德魯·威廉姆森（Andrew Williamson）在采訪中表示，游說(shuō)是企業(yè)自發(fā)行為，并非是華為授意。

• In an interview in Mexico, Andrew Williamson, vice president of Huawei’s public affairs, said the company had not asked anyone specifically to lobby on its behalf.

• 在墨西哥的一次采訪中，華為公共與政府事務(wù)部總裁辦副總裁安德魯·威廉姆森表示，華為從未要求任何人替自己游說(shuō)美國(guó)政府。

• “They’re doing it by their own desire because, for many of them, Huawei is one of their major customers,” he said, adding that chipmakers knew that cutting Huawei off could have “catastrophic” consequences for them.

另有知情人士表示，芯片供應(yīng)商稱，華為出售的電腦和智能手機(jī)產(chǎn)品，根本不可能出現(xiàn)美國(guó)政府所說(shuō)的安全問(wèn)題。

• Chip makers argue that Hua*******ts selling products such as smartphones and computer servers use commonly available parts and are unlikely to present the same security concerns as the Chinese technology firm’s 5G networking gear, according to three people.

• 據(jù)三位知情人士稱，華為出售的智能手機(jī)和電腦等產(chǎn)品使用的都是常規(guī)部件，不可能會(huì)出現(xiàn)美國(guó)擔(dān)心的華為5G會(huì)出現(xiàn)的安全問(wèn)題。

• “This isn’t about helping Huawei. It’s about preventing harm to American companies,” one of the people said.

美國(guó)半導(dǎo)體產(chǎn)業(yè)協(xié)會(huì)（SIA）承認(rèn)，曾多次安排企業(yè)與美國(guó)政府的磋商會(huì)談，以幫助行業(yè)公司遵守禁令，也借此向政府官員介紹禁令對(duì)美國(guó)公司的影響。

• “For technologies that do not relate to national security, it seems they shouldn’t fall within the scope of the order. And we have conveyed this perspective to government,” said Jimmy Goodrich, vice president of global policy at SIA.
