If your rule is overthrown by hungry people, it means that another world will break away from the control of the Federation and even become a pirate stronghold
so you choose spot 2 to first grow food, to ensure the life of your subjects and to harvest in case of emergency.

You could have the mutants kept in the camp with your human workers, but that might lead to a rise in violent behavior as the mutants are seen as less than human.

You could send an a party to search the colony ship for any weapons, then use these to send them back up to kill the mutants and take their bodies with them, so they can be properly disposed of.

The second choice is a little harder, as it involves deciding whether to let in a group of violent raiders. It's likely that most of the group has committed violent crimes such as murder, assaulting guards and looting.
All federal citizens know that mutants are not accepted by mainstream society. They are usually members of star pirates or gangs of thugs that plague the more rural areas.
Also, mutants have no rights and are not allowed to do any work for the government or send their children to public schools. Most mutants have never even seen a Federation soldier before, let alone have a positive interaction with one.
However, if you send the pirates back to the planet without any weapons, then they will probably just come back a lot more violent.

"Pirates. I want to join you as a pirate."
"Hm, not bad. You wouldn't be the first..." He trails off, and grins again.
Pirate life is not what you think, and I'm sure your people won't agree. But maybe in the future, you will recognize the true face of the Federation, but not now, I have to go now.
"Where are you going?" You ask.
"Somewhere." He responds, standing up.
"The Marginal World's should be more than able to handle the pirates by themselves, no?"
