????????10月9日，第75屆聯(lián)合國大會(huì)裁軍與國際安全委員會(huì)舉行一般性辯論。針對(duì)美國代表發(fā)言攻擊抹黑中國，中國常駐聯(lián)合國副代表耿爽大使行使答辯權(quán)，對(duì)美方進(jìn)行有力駁斥和堅(jiān)決回?fù)簟?/p>

????????耿爽大使發(fā)言全文如下：

????????美國代表剛才在聯(lián)合國平臺(tái)散布政治病毒，就新冠肺炎疫情對(duì)中國進(jìn)行攻擊抹黑，這種做法完全不可接受。我要再次正告美方，甩鍋推責(zé)掩蓋不了美國自身抗疫的失敗，也欺騙不了國際社會(huì)。

Just now, the US representative spread political virus in the UN and smeared China on COVID-19, which is totally unacceptable. I must point out that shrugging off responsibility can not cover the mistakes the US made in combating the pandemic, and can not fool the international community.

????????中方明確拒絕美國代表在一般性辯論發(fā)言中對(duì)中國軍控政策的無端指責(zé)。中國一貫反對(duì)軍備競賽，堅(jiān)持多邊主義，履行軍控條約，支持安全領(lǐng)域?qū)υ捄献?，?duì)國際安全與裁軍事業(yè)的積極貢獻(xiàn)有目共睹。我將在12日的一般性辯論中全面闡述中方立場主張。

China categorically rejects the baseless accusations leveled by the US representative against China's arms control policy. China opposes arms race, upholds multilateralism, implements its obligations under relevant arms control treaties and agreements and supports dialogue and cooperation in the security area. China's positive contribution to international security and disarmament is widely recognized. I will comprehensively elaborate on China's position at the general debate on October 12.

????????今天我答辯要說的只有一個(gè)意思：美國才是當(dāng)前全球戰(zhàn)略安全與穩(wěn)定的最大威脅。

In exercising China's right of reply, I have just one message: the US is the gravest threat to global strategic security and stability.

????????我為什么這么說？這里有十個(gè)簡單的事實(shí)：

Why? Here are 10 basic facts.

一、癡迷窮兵黷武。美國軍費(fèi)常年高居世界第一，2019年達(dá)7000多億美元，占世界軍費(fèi)總開支近40%，超出排在美國之后10個(gè)國家軍費(fèi)開支的總和。

First, the US is obsessed with military build-up. The US ranks first in military expenditure. It spent more than 700 billion dollars on military in 2019, nearly 40% of the world's total, and more than the next 10 countries combined.

二、重拾冷戰(zhàn)思維。美國在《國家安全戰(zhàn)略報(bào)告》、《核態(tài)勢審議報(bào)告》中公然將中國、俄羅斯定位為戰(zhàn)略競爭對(duì)手，渲染外部威脅，挑動(dòng)大國對(duì)抗。

Second, the US is returning to cold war mentality. In its National Security Strategy Report and Nuclear Posture Review Report, the US blatantly defined China and Russia as strategic competitors, hyping up external threats, and stirring up confrontation among major countries.

三、奉行單邊主義。美國撤出《中導(dǎo)條約》、退出伊核全面協(xié)議，取消對(duì)《武器貿(mào)易條約》的簽署，消極對(duì)待續(xù)簽新《削減進(jìn)攻性戰(zhàn)略武器條約》，對(duì)多雙邊軍控條約體系采取赤裸裸的實(shí)用態(tài)度。

Third, the US is pursuing unilateralism. It withdrew from the INF Treaty and the JCPOA, unsigned the ATT, and adopted a negative attitude towards the extension of the New START Treaty, exposing its pure pragmatism on bilateral and multilateral arms control treaties and regimes.

四、謀求自我松綁。美國不斷升級(jí)核武庫，降低核武器使用門檻，利用所謂“三邊談判”借口逃避自身核裁軍特殊責(zé)任，近期甚至討論重啟核試驗(yàn)問題。

Fourth, the US is seeking to free its hands. The US has been upgrading its nuclear arsenals, and lowering the threshold for nuclear weapons use. It has dodged its special responsibility for nuclear disarmament with the pretext of so-called trilateral negotiations, and even had discussions on resuming nuclear test.

五、大搞政治操弄。美國在核不擴(kuò)散問題上奉行雙重標(biāo)準(zhǔn)，濫施單邊制裁，借伊核、朝核等熱點(diǎn)問題整治異已，推行地緣政治議程。

Fifth, the US is pushing political maneuvering. The US follows double standards on nuclear non-proliferation, abuses unilateral sanctions, and serves its geopolitical agenda by using the hot-spot issues such as the Iranian nuclear issue and the Korean nuclear issue.

六、打破戰(zhàn)略平衡。美國在亞太、中東歐部署反導(dǎo)系統(tǒng)，尋求在亞太和歐洲地區(qū)部署陸基中導(dǎo)，企圖強(qiáng)化軍事存在，建立絕對(duì)優(yōu)勢。

Sixth, the US is breaking strategic balance. The US has deployed missile defense systems in the Asia-Pacific and Central and Eastern Europe, and is planning to deploy land-based medium range missiles in the Asia-Pacific and Europe. The purpose is to enhance military presence and seek absolute dominance.

七、阻擋生物軍控。美國獨(dú)家反對(duì)《禁止生物武器公約》核查議定書談判，妨礙國際社會(huì)對(duì)各國生物活動(dòng)進(jìn)行核查的努力，成為生物軍控進(jìn)程的“絆腳石”。

Seventh, the US is impeding biological arms control. The US is the only country blocking the relaunch of negotiations for a protocol that includes a verification regime to strengthen the BWC, and obstructing international efforts to verify biological activities. The US is now a stumbling block for multilateral biological arms control.

八、遲滯化武銷毀。美國作為世界上唯一擁有化學(xué)武器庫存的國家，多次推遲化武銷毀時(shí)間，消極履行自身義務(wù)，成為建立“無化武世界”的最大障礙。

Eighth, the US is delaying the destruction of chemical weapons. As the only CWC State Party still in possession of chemical weapons, the US has extended the deadline for the destruction of chemical weapons for several times, and failed to fulfill its obligations under the Convention. The US has become the biggest obstacle to a world free of chemical weapons.

九、推動(dòng)星球大戰(zhàn)。美國組建外空軍，成立外空司令部，加速開展外空武器試驗(yàn)和軍事演習(xí)，威脅外空安全，嚴(yán)重悖離和平利用外空的理念。

Ninth, the US is relaunching its star wars program. The US has created the Space Force, reestablished the Space Command, and sped up weapon tests and military drills in outer space. These acts threaten outer space security, and seriously contradict peaceful use of outer space.

十、構(gòu)建黑客帝國。美國通過“棱鏡門”等項(xiàng)目在全世界大肆開展網(wǎng)絡(luò)攻擊和監(jiān)聽活動(dòng)，大力發(fā)展網(wǎng)絡(luò)作戰(zhàn)能力，企圖稱霸網(wǎng)絡(luò)空間。

Tenth, the US is building an empire of hacking. The US is engaged in massive cyber attacks and surveillance worldwide through programs such as PRIsm, and developing its cyber warfare capacity in an attempt to dominate cyberspace.

????????上述十個(gè)事實(shí)只是美國在國際安全和裁軍領(lǐng)域倒行逆施的一個(gè)概括。如果時(shí)間允許，我完全可以列舉出更多事例。國際社會(huì)對(duì)此看得清清楚楚。請(qǐng)美方認(rèn)真反思一下自身的所作所為。

The ten facts above are merely a glimpse of the US wrongdoings in the field of international security and disarmament. If time permits, I can give more examples. The international community sees the US wrongdoings very clearly.

????????多邊軍控和裁軍進(jìn)程事關(guān)國際和平與安全、各國安寧與福祉，聯(lián)合國會(huì)員國無論大小、貧富、強(qiáng)弱都有責(zé)任和義務(wù)平等參與。單邊主義、例外思想、霸凌行徑根本行不通！

Multilateral arms control and disarmament concerns international peace and security, and well-being of all countries. UN member states, big or small, rich or poor, strong or weak, have the responsibility and obligation to participate in the process on an equal footing. Unilateralism, exceptionalism, and bullying practices will get nowhere.

????????美國作為世界上軍力最強(qiáng)大、武器最先進(jìn)的國家，在軍控和裁軍領(lǐng)域有著特殊、優(yōu)先責(zé)任。既然美方口口聲聲叫喊“美國優(yōu)先”，那么就請(qǐng)做到“履約優(yōu)先”、“銷毀優(yōu)先”、“裁軍優(yōu)先”！

As the strongest military power with the most advanced weapons in the world, the US has a special and primary responsibility in arms control and disarmament. "America First" should be converted to Compliance First, Dismantlement First and Disarmament First.

????????希望美方在第75屆聯(lián)大一委后續(xù)工作中，本著開放、坦誠、負(fù)責(zé)任、建設(shè)性的態(tài)度，與各國一道努力，推動(dòng)會(huì)議取得成功，推進(jìn)國際軍控和裁軍進(jìn)程，維護(hù)全球戰(zhàn)略安全與穩(wěn)定。

We hope the US will participate in the work of the First Committee in an open, responsible and constructive manner, and work with other countries to ensure the success of the Committee's work, promote international arms control and disarmament process, and safeguard global strategic security and stability.

????????聯(lián)大裁軍與國際安全委員會(huì)（簡稱“聯(lián)大一委”）負(fù)責(zé)處理軍控、裁軍、防擴(kuò)散等國際安全事務(wù)，會(huì)議期間各國進(jìn)行一般性辯論，并就核武器、生物武器、化學(xué)武器、常規(guī)武器、網(wǎng)絡(luò)、外空等議題進(jìn)行專題討論。
