The IFFHS has devised an equitable method for determining THE WORLD’S BEST MAN REFEREE OF THE DECADE 2011-2020. The Federation has taken in consideration the TOP 20 of each yearly ranking of each category concerned and allocated points to each place. So the first placed received 20 points, the second placed 19 points, the third placed 18 points …. And 1 point for the twentieth place. If the annual ranking comprised fewer than 20, no point will be awarded for the unoccupied places .?

Adding the points from the individual years provides a World Ranking for the Period 2011 – 2020.

Germany’s Top Referee Felix Brych is The World’s Best Man Referee of the Decade 2011-2020. The 45 years old Brych , who was one time The World’s Best Referee of the year in 2017, is known for his regularity (second in 2019 and 2020, third in 2014, fourth in 2013, 2015 and 2018), so he became a deserved winner with only one point more than Cuneyt Cakir from Turkey and 8 more than Netherland’s Bjorn Kuipers. Two Referees with a regularity and a personnality in the same way.

Four times winner of the IFFHS yearly Award of the World’s Best Referee (2013, 2014, 2017, 2018), Bibiana Steinhaus won sovereign the Ranking of THE WORLD’S BEST WOMAN REFEREE OF THE DECADE 2011-2020 !

In 2011, she was the first woman to referee a FIFA Women’s World Cup Final and in 2012, the first Woman to referee Summer Olympics Women’s Football Final ! In 2017, she became the first female in the History to referee a man game in the German Bundesliga and also the first woman to whistle a German men Super Cup Final betwenn FC Bayern München and Borussia Dortmund ! She announced there last September her retirement.

She was named on the FIFA referees list in 2005 and went on to officiate at a whole host of tournaments. She refereed not only at three FIFA U-20 Women’s World Cups ,but also at the last three FIFA Women’s World Cups, at Germany 2011, Canada 2015 and France 2019.

Switzerland's Esther St?ubli took the second place in the DECADE Ranking without winning a yearly Award. She was always in the TOP 10 of the World’s best each year (second in 2017 and 2020) and deserved this place. At the third place, Kateryna Monzul , winner in 2015 before French Stephanie Frappart, winner in 2019 and 2020. The 36-year-old referee is said to have been the first female referee to officiate Europe’s most prestigious and high-level soccer events.??

Establishing The World’s best Referee of the 1st Decade of the 21st Century can only on be done on the basis of the annual world vote (by IFFHS), by taking each year’s vote as representing 10 % of the value for the decade. Each year many different jurors (countries) have taken part in the vote and, in addition, the jurors in the early years voted for the top three places (3 points to 1 point), and later for the top four places (4 points to 1 point). So it would not be possible to simply add the points awarded in the annual votes.

From the annual world ranking of the referees (as a result of the world vote) the IFFHS will take into consideration the “Top 20” for each year and allocate points to each place. So the first-placed receives 20 points, the second-placed 19 points, the third-placed 18 points ... and a point for twentieth place. If the annual world ranking comprises more than 20 referees, then the referees from 21st place onwards receive no points. If the annual world ranking comprises fewer than 20 referees (based on the fixed rules), no points will be awarded for the unoccupied places. Adding the points from the individual years provides a world ranking for the period 2001-2010. The first-placed in this final world ranking is The World’s best Referee of the 1st Decade of the 21st Century.

After ten votes for The World’s best Referee during the 1st Decade of the 21st Century a total of only 63 referees feature in the ten annual world rankings. These 63 referees are from Europe (44), South America (9), Asia (5), Central and North America (3), Africa (1) and Oceania (1). The 63 referees comprise 31 nationalities. Those countries with the most entries in the best referees of the world for the period 2001-2010 are Italy (7), Spain (6), England (5), Germany (4) as well as Switzerland, Sweden and France with three each.

With a large lead, the not more active, Dr. Markus Merk is The World’s best Referee of the 1st Decade (2001-2010). The 48-year-olf German, who was three times The World’s best Referee of the year, was one of the more flamboyant personalities in the global history of referees. Because the 42 years old Slovakian Lubos Michel finished his active career early, he was deprived of 2nd place by the 41-year-old Colombian óscar Julián Ruiz. With it, the Colombian is South America's best referee of the 1st Decade - ahead of the one year his senior Uruguayan Jorge Luis Larrionda. The Uruguayan even surpassed Dr. Pierluigi Collina, whose active career was in large part prior to 2001. The 44-year-old Mexican Benito Armando Archundia is Central and North America‘s best referee of the 1st Decade and the still only 33-years-old Uzbek Ravshan Irmatov is the best in Asia. Dr. Markus Merk was honored as The World’s best Referee of the 1st Decade on the occasion of the World Football Gala 2012 in Barcelona (picture at the head).

The first-placed referee of this final ranking for the period is the leader of The World‘s Best Referee of tGerman Felix Brych, winner of the Decade 2011-2020, leads also the Ranking of THE WORLD’S BEST MAN REFEREE OF THE XXIst CENTURY (2001-2020) ahead of Cuneyt Cakir (Turkey) - only one point more - ,Howard Webb (England), Markus Merk (the Winner of THE WORLD'S BEST REFEREE OF THE FIRST DECADE 2001-2010) , Bjorn Kuipers and Nicola Rizzoli. If Webb and Rizzoli won each two yearly Awards of THE WORLD’S BEST REFEREE and Brych one, Cakir and Kuipers never became the Award, but always provided world class performances over a long period of time. Felix Brych was the most regular during this time, Italian Pier Luigi Collina won 3 annual trophies in the XXth Century and 3 other in the XXIst Century. It is the reason to find him only at the 11th place, he is always the recordman of the most Annual IFFHS Awards !he XXIst Century (2001-2020).

It has taken in consideration the TOP 20 of each yearly ranking of the category concerned and allocated points to each place. So the first placed received 20 points, the second placed 19 points, the third placed 18 points …. And 1 point for the twentieth place. If the annual ranking comprised fewer than 20, no point will be awarded for the unoccupied places. Adding the points from the individual years of the category provides an IFFHS ALL TIME WORLD’S BEST REFEREE Ranking from 1987 to 2020 (the list of the winners of all annual IFFHS Awards of THE WORLD’S BEST REFEREE is to find in the column GALA AWARDS).

Italy’s Legend Referee Pierluigi Collina, winner of the annual IFFHS Award of THE WORLD’S BEST REFEREE six years in a row (1998 to 2003), leads the All Time Ranking with 191 points, 7 more than German Markus Merk (3 annual Awards) and Denmark’s Kim Milton Nielsen at the third place with 159 points without winning an annual Award.?

Howard Webb (two awards) and Peter Mikkelsen (also two annual Trophies) completed the Top 5. After the top 5, the trio Brych – Cakir – Kuipers , always in top level activity, is ready in the next months to disturb the ranking et arrive in the Top 5 !

The Top 50 is composed of 41 Referees from UEFA, 7 from CONMEBOL, 1 from CONCACAF and 1 from AFC. Italy with 6 referees leads before Germany, Argentina, Spain and England (5 referees each). Pierluigi Collina is the best ranked of UEFA, Colombian Oscar Ruiz in the Top 10 is the best of CONMEBOL, Arturo? Brizio Carter the best of CONCACAF and Ravshan Irmatov the best of AFC.?

If Collina holds the record for the most annual Awards (6), Hungarian Sandor Puhl, ranked at the 11th place of the All Time Ranking, has won 4 consecutive Awards (1994 to 1997) , one more than German Markus Merk, who won also the IFFHS Decade Award (2001-2010). Felix Brych won the second IFFHS Decade Award (2011-2020).
