十一、參賽資格：

11、Competition Qualification:?

（一）資格賽

1、資格賽采用公開報名，不限年齡，不限國籍。

2、未處在任何國內(nèi)外官方臺球組織的禁賽期內(nèi)。

11.1 Qualification

11.1.1. The qualification competition is open to all ages and nationalities.

11.1.2 Not within the suspension period of any official billiards organization from home and abroad.

（二）正賽

1、正賽限128人參加，其中40名選手直接參加正賽，剩余88名全部從資格賽中產(chǎn)生。正賽參賽選手必須為完成2023年度中國臺球協(xié)會注冊的運動員會員。

11.2.1 128 players participated in the final stage, 40 players directly participated, the remaining 88 players are all selected from the qualification competition.

Players must be athlete members who have completed the 2023 registration with the Chinese Billiards & Snooker Association.

3、資格賽晉級正賽選手

3.1、國內(nèi)男子組：全國資格賽選拔40名和玉山資格賽選拔16名

4、如遇男子排名前16、女子排名前4的選手未報名參賽或不符合參賽條件，空余名額將按照排名依次順延遞補(bǔ)。如已報名又臨時退賽的，空余名額將在資格賽未出線的選手中依據(jù)資格賽的綜合成績擇優(yōu)遞補(bǔ)。

（一）資格賽

1、國內(nèi)組

1.1、國內(nèi)組資格賽參賽費為人民幣400元/人。

1.2、國內(nèi)組參賽費通過“星牌臺球”官方微信公眾號進(jìn)行繳納。

2、國際組

2.1、國際組資格賽參賽費為60美元/人。

2.2、國際組參賽費在比賽現(xiàn)場進(jìn)行繳納。

13.1 Qualification

（二）正賽

13.2 Final Stage

1、國內(nèi)組

1.1、直接參加正賽的國內(nèi)組選手，需一次性繳納參賽費人民幣1000元/人。

1.2、由全國資格賽晉級正賽選手補(bǔ)交正賽參賽費人民幣800元/人。

1.3、由玉山資格賽晉級正賽選手補(bǔ)交正賽參賽費人民幣600元/人。

13.2.1 Chinese Group

1.Chinese players who directly participate in the competition shall pay a one-time entry fee of CNY 1000 per person.

2.CNY 800 per person will be paid by the national qualifier for the final stage.

3.CNY 600 per person will be paid by the Yushan Qualifier for the final stage.

2、國際組

2.1、直接參加正賽的國際組選手，需一次性繳納參賽費150美元/人。

2.2、由玉山資格賽晉級正賽選手補(bǔ)交正賽參賽費90美元/人。

13.2.2 International Group

13.2.2.1 International group players who directly participate in the final stage need to pay a one-time entry fee of $150 per person.

1.32.2.2 The entry fee is $ 90 /person for those who advance from the Yushan Qualification to the final stage.

（三）16周歲及以下選手（2007年1月1日以后出生的選手）以及女子選手如未晉級正賽，賽后可退還參賽費。如晉級正賽，不退還參賽費。

13.2.2.3 Participants aged 16 and under (born after January 1st, 2007) and female participants who do not qualify for the final stage will be refunded after the event. If the player reaches final stage, the entry fee will not be refunded.

1、國內(nèi)男子資格賽選手報到時間

1.1、第一場資格賽報到時間截止至北京時間2023年8月9日20:00。

3、國際資格賽選手報到時間

報到時間截止至北京時間2023年8月9日20:00截止。

14.1 Qualification

14.1.1 Player Registration time for Chinese Men's qualifiers

(1) Player registration for the first qualifying session is due at 20:00 Beijing time on 7th Aug 2023.

(2) The player registration deadline for the second qualifying session is 20:00 Beijing time on 10th Aug 2023.

14.1.2 Player Registration for Chinese Women qualifiers

(1) Player registration for the first qualifying session is due at 20:00 Beijing time on 9th Aug 2023.

(2) Player registration for the second qualifying session will be open until 20:00 Beijing time on 11th Aug 2023.

14.1.3 Player Registration time for international qualifiers

The player registration deadline is 20:00, Aug 9th, 2023 (Beijing time).

（二）正賽

國內(nèi)組、國際組所有參加正賽選手報到時間截止至北京時間2023年8月13日20:00。

14.2 Final Stage

The player registration deadline for all participants in the Chinese and international groups will be 20:00, Aug 13th, 2023 (Beijing time).

（三）所有正賽參賽選手必須參加2023年8月14日舉行的比賽開幕式。

14.3 All participants must attend the opening ceremony on August 14th, 2023.

十五、競賽辦法：

15、 Competition method:

（一）比賽規(guī)則

1、執(zhí)行中國臺球協(xié)會2017版《中式臺球競賽總則》，全程使用三角框擺球、輪流開球。

2、資格賽除直播臺之外全部由區(qū)域裁判巡場，所有區(qū)域裁判巡場的場次由雙方選手自行比球、擺球、記錄比賽成績，并相互監(jiān)督犯規(guī)行為。如有需要聲明的事項應(yīng)向?qū)Ψ礁嬷?，若任何一方對一次擊球有疑問，可尋求巡場裁判判定?/p>

3、由裁判員單獨執(zhí)裁的比賽，除球堆花色擺放發(fā)生錯誤或球發(fā)生自行移動的情況之外，不得要求重擺或調(diào)整球堆位置。

4、由裁判員單獨執(zhí)裁的比賽限時45秒出桿，剩余10秒提醒一次，剩余5秒讀秒，雙方選手每局比賽均可申請一次45秒的延時，決勝局不限時。由區(qū)域裁判巡場的比賽原則上不計時，但對故意拖延時間的行為，裁判長有權(quán)臨時決定對該場比賽采取限時出桿。

5、每位選手每場比賽可在局間使用一次暫停，（分階段的場次每階段可使用一次暫停）時間為5分鐘，任何一方超時未返回比賽場地將被判負(fù)一局。無論由裁判執(zhí)裁的場次還是由區(qū)域裁判巡場的場次，使用暫停必須向當(dāng)值裁判員表明意圖。在已使用過暫停后，球員如因身體原因需要上廁所將被允許，只要在本人行使球權(quán)時提出即可。此申請只能暫時離開場地前往衛(wèi)生間，過程中如有其他行為（包括但不限于：吸煙、進(jìn)食、接打電話、接受場外指導(dǎo)等），返回將被視為違反體育道德判負(fù)一局，且如果時間超過15分鐘，將被判負(fù)整場比賽。

6、每輪比賽裁判長宣布比賽開始后，未到場的選手將被判負(fù)一局，15分鐘后仍未到場視為棄權(quán)。遲到選手將失去賽前熱身時間和比球權(quán)，由對手選擇誰先開球。

7、嚴(yán)禁在比賽中使用滑石粉。

15.1 Competition Rules

15.1.1 Implement the 2017 edition of the Chinese Billiards and Snooker Association's "General Rules for Chinese Billiards Competition", using a triangular frame to swing the ball and take turns kicking off the ball throughout the entire process.

15.1.2 All qualified matches, except for the live broadcast, are toured by regional referees. The sessions which are toured by regional referees are compared, placed, recorded, and fouls are monitored by both players themselves. If there are any matters that need to be declared, the other party should be informed. If either party has any questions about a stroke, they can seek the judgment of the tour referee.

15.1.3 The game which is decided by the referee alone, no repositioning or readjustment of the pile shall be required except for an error in the arrangement of the pile or the movement of the ball by itself.

15.1.4 The game which is decided by the referee alone is limited to a 45 seconds shot, with a reminder of the remaining 10 seconds and a count of the remaining 5 seconds. Both players can apply for one 45 seconds delay in each game, and there is no time limit for the decide frame. In principle, games toured by regional referees are not timed, but for intentional delay in time, the presiding judge has the right to temporarily decide to take a limited time shot for the game.

15.1.5 Each player can use a pause between innings in each game, with a duration of 5 minutes (Staged sessions can use one pause per stage). Any player who fails to return to the playing field after the timeout will be awarded a loss of one inning. Regardless of the number of matches judged by the referee or toured by the regional referee, the use of a pause must indicate the intention to the referee on duty. After a timeout has been used, a player who needs to go to the toilet for physical reasons will be allowed just while exercising the ball. This application can only temporarily leave the field to go to the bathroom, in the process of other behavior (including but not limited to: smoking, eating, answering the phone, receiving off-field instruction, etc.), return will be considered as unsportsmanlike penalty of a loss of one inning, and if the time exceeds 15 minutes, will be forfeited to the whole innings.

15.1.6 After the referee announces the start of each round of competition, players who are not present will be sentenced to one loss. Failure to appear after 15 minutes will be considered a waiver. The late player will lose the warm-up time and the right to possession the ball, and the opponent will choose who will kick off first.

16.1.7 Talc is strictly prohibited to use during the competition.

（二）賽制

15.2 Competition system

1、資格賽

1.1、國內(nèi)男子組

分兩場進(jìn)行，采用單敗淘汰，全部采用13局7勝。每場晉級8名，共16名。

1.2、國內(nèi)女子組

分兩場進(jìn)行，采用單敗淘汰，全部采用9局5勝。每場晉級4名，共8名。

1.3、國際男子組

分兩場進(jìn)行，采用單敗淘汰，全部采用13局7勝。每場晉級8名，共16名。

1.4、國際女子組

分兩場進(jìn)行，采用單敗淘汰，全部采用9局5勝。每場晉級4名，共8名。

1.5、組委會有權(quán)根據(jù)實際報名情況調(diào)整晉級正賽的名額。

15.2.1. Qualifier

(1) Chinese Men's Group

It will be played in two sessions, using single elimination, all adopt win 7 of 13. 8 qualify for each tournament, a total of 16 players.

(2) Chinese Women's Group

It will be played in two sessions, with a single elimination, all adopt win 5 of 9. Each session advances 4 players, totaling 8 players.

(3) International Men's Group

It will be played in two sessions, with a single elimination, all adopt win 7 of 13, Each session will advance 8 players, totaling 16 players.

(4) International Women's Group

It will be played in two sessions, with a single elimination, all adopt win 5 of 9. Each session will advance 4 players, totaling 8 players.

(5) The organizing committee has the right to adjust the quota for promotion to the main competition based on the actual registration situation.

2、正賽

2.1、正賽共128人，其中國內(nèi)男子組72人、國內(nèi)女子組12人、國際男子組32人、國際女子組12人，共分三個階段進(jìn)行。

2.2、第一階段分為國內(nèi)男子組、國內(nèi)女子組、國際男子組、國際女子組四個組別，每個組別分別進(jìn)行雙敗淘汰賽，男子組采用17局9勝，女子組采用13局7勝。

（1）國內(nèi)男子組分為9個8人組，每組晉級4人，共晉級36人；

（2）國內(nèi)女子組分為3個4人組，每組晉級2人，晉級6人；

（3）國際男子組分為4個8人組，每組晉級4人，晉級16人；

（4）國際女子組分為3個4人組，每組晉級2人，晉級6人。

第一階段共64名選手晉級第二階段的比賽。

15.2.2 Final Stage

(1) A total of 128 players, including 72 in the Chinese Men's group, 12 in the Chinese Women's group, 32 in the International Men's group, and 12 in the International Women's group, which are divided into three stages.

(2) The first stage is divided into four groups: Chinese Men's group, Chinese Women's group, International Men's group and International Women's group. Each group will carry out double elimination matches respectively. Men's group will win 9 of 17, Women's group will win 7 of 13.

1.Chinese Men's group is divided into 9 groups of 8 players, each group of 4 qualified, a total of 36 qualified;

2.The Chinese Women's group is divided into 3 groups of 4 players, each group qualified 2, qualified 6;

3.The International Men's group is divided into 4 groups of 8 players, each group qualified 4, qualified 16;

4.The International Women's group is divided into 3 groups of 4, each group qualified 2, qualified 6.

A total of 64 contestants from the first stage are advanced to the second stage.

3、第二階段分為男子組（國內(nèi)男子組與國際男子組合并）和女子組（國內(nèi)女子組與國際女子組合并）兩個組別，每個組別進(jìn)行雙敗淘汰賽，男子組采用21局11勝，女子組采用17局9勝。

（1）男子組52人，分為6個8人組和1個4人組。8人組每組晉級4人，4人組每組晉級2人，共晉級26人。

（2）女子組12人，分為3個4人組，每組晉級2人，共晉級6人。第二階段共32名選手晉級第三階段的比賽。

15.2.3 The second stage is divided into two groups: Men's group (Chinese Men's group combined with International Men's group) and Women's group (Chinese Women's group combined with International Women's group). Each group will have double elimination matches, Men's group will win 11 of 21, Women's group?will win 9 of 17.

(1). There are 52 players in Men's groups, divided into 6 group of 8 players and 1 group of 4 players. Each group of 8 players qualified 4, and each group of 4 players qualified 2, for a total of 26.

(2). The Women's group of 12 is divided into 3 groups of 4 players, each group of 2 qualified, a total of 6 qualified. A total of 32 contestants from the second stage are advanced to the third stage.

4、第三階段至決賽所有選手合并，不分組別，全部采用單敗淘汰賽。其中半決賽和三、四名決賽采用41局21勝（分兩個階段），決賽采用81局41勝（分兩天四個階段），其余比賽全部為25局13勝。

15.2.4 From the third stage to the final, all players will be combined, regardless of group, and all single-loss knockout matches will be adopted. The semifinals and the third and fourth place finals will be 21 of 41 (divided into two stages), the final will be 41 of 81 (divided into two days with four stages), and the rest will be 13 of 25.

（三）抽簽

15.3 Draw lots

1、資格賽

1.1、資格賽不設(shè)種子，全部混抽入位。參賽選手可根據(jù)自身情況現(xiàn)場抽簽，也可由裁判員代替抽簽。

1.2、資格賽抽簽全程進(jìn)行視頻直播。由裁判員代替抽簽選手需服從抽簽結(jié)果。

15.3.1. Qualifier

(1) There are no seeds in the qualifying round. All are mixed. The contestants can draw lots on site according to their own situation, or the referee can draw lots instead.

(2) The qualifying draw was broadcast live on video. Players who are replaced by a referee must obey the result of the draw.

2、正賽

2.1、第一階段四個組別將直接參加正賽的選手設(shè)為種子。從資格賽晉級的選手全部混抽入位。

2.2、正賽第二階段將第一階段勝部晉級的選手依據(jù)勝率排序設(shè)為種子，勝率相同者依據(jù)排名進(jìn)行排序，如排名相同或都無排名則抽簽決定。敗部晉級的選手全部混抽入位。

2.3、所有參加正賽的選手必須出席現(xiàn)場抽簽儀式和比賽技術(shù)會議。

15.3.2 Final Stage

(1) In the first stage, the four groups will be seeded directly into the competition. All the qualifiers were mixed in.

(2) In the second stage of the main match, the winners of the first stage will be seeded according to their winning rate, and those with the same winning rate will be ranked according to their ranking. 3、組委會將邀請公證人員對資格賽和正賽的抽簽過程進(jìn)行現(xiàn)場公證，抽簽結(jié)果將在星牌臺球官方微信公眾號進(jìn)行公布。

（四）申訴辦法及流程

1、對當(dāng)值裁判裁決不服的申訴需在判罰后雙方選手下一擊前提出，否則不予受理。

2、如對當(dāng)值裁判員的最終判罰有異議，可向裁判長進(jìn)行申訴，裁判長的決定為最終裁決。

15.4 Appeal methods and procedures

1. Any appeal against the judgment of the referee on duty must be raised before the next strike by both players after the penalty is awarded, otherwise it will not be accepted.

2. If there are objections to the final judgment of the referee on duty, they can appeal to the chief referee, and the referee's decision is the final decision.

十六、獎勵辦法：

（一）注冊為中國臺球協(xié)會運動員個人專業(yè)會員的選手可獲得中國臺球協(xié)會（CBSA）中式臺球積分排名，積分辦法依照《中國臺球協(xié)會球員積分排名辦法（試行）》執(zhí)行，詳見中國臺球協(xié)會官方網(wǎng)站。該積分將作為中國男子選手參加總決賽的唯一標(biāo)準(zhǔn)。

（二）冠、亞軍獲得賽事獎杯、獎牌，前16名選手均獲得中國臺球協(xié)會頒發(fā)的賽事獲獎證書。

（三）獎金分配：

備注：比賽獎金均為人民幣稅前金額，所有獲獎選手由承辦單位按照國家稅收規(guī)定代扣代繳20%稅金。最佳運動員是在正賽期間連續(xù)清臺（包含炸清和接清）數(shù)量最多的選手，如多名選手連續(xù)清臺數(shù)量相同，則獎金平分。所有獎金將在比賽結(jié)束后15日內(nèi)，發(fā)放至選手登記的銀行卡賬戶。

16、Reward method:

(1）Players who registers as individual professional members of the Chinese Billiards & Snooker Association can obtain the Chinese Billiards & Snooker Association (CBSA) Chinese Pool Point Ranking. The scoring method is implemented in accordance with the "Chinese Billiards & Snooker Association Player Point Ranking Method (Trial)", as detailed on the official website of the Chinese Billiards & Snooker Association. The points will be used as the only standard for Chinese male players to participate in the finals.

（2）The champions and runners up won the tournament trophy and medal, and the top 16 players won the award certificate issued by the Chinese Billiards & Snooker Association.

（3）bonus shares：

Remark: The prize money for the competition is before tax in CNY, and all winning contestants will be deducted and paid 20% of the tax by the organizer in accordance with national tax regulations. The best athlete is the one who has the highest number of consecutive Clearance (including blast clean ups and pick up clean ups) during the competition. If multiple players have the same number of consecutive clean ups, the prize money will be divided equally. All bonuses will be distributed to players' registered bank card accounts within 15 days after the end of the competition.

十八、參賽要求：

1、男子選手須上身穿長袖襯衫、馬甲、領(lǐng)結(jié)，下身穿深色西褲，穿正裝皮鞋；女子選手可著時裝，服裝優(yōu)雅、得體、大方，服裝不符合要求者禁止參賽。裁判長有權(quán)決定選手參賽服裝的要求，如有更改將另行通知。

2、賽會贊助商兩塊標(biāo)識由組委會統(tǒng)一制作，每位參賽選手必須佩戴在指定部位（左手握桿的佩戴在右胸；右手握桿的佩戴在左胸；手臂上為中國臺球協(xié)會指定商標(biāo)位）。每位參賽選手至多可佩戴兩塊商業(yè)或政府標(biāo)識，每塊尺寸矩形商標(biāo)不超過5厘米×8厘米，圓形商標(biāo)直徑不超過7厘米，必須佩戴在指定位置（左胸或右胸）。如有違反經(jīng)指正不改者將被取消比賽資格；非指定部位不能佩戴任何標(biāo)識，否則不準(zhǔn)參賽。

3、遵守賽會紀(jì)律，服從賽會安排。

4、未經(jīng)組委會事先同意，參賽選手在比賽期間（8月8日-8月22日）不得參加非組委會舉辦的商業(yè)活動和其它賽事，如有違反一經(jīng)查實，組委會將取消其參賽資格。

5、所有參賽選手有義務(wù)參加組委會舉辦的贊助商活動。組委會舉辦的贊助商活動、賽前技術(shù)會議、開幕式、抽簽儀式、閉幕式暨頒獎儀式均為參賽選手必須出席的賽事配套相關(guān)活動，非正當(dāng)理由并未經(jīng)組委會同意而缺席活動的參賽選手，中臺協(xié)或組委會將根據(jù)相關(guān)規(guī)定予以處罰。

6、參賽球員須在賽前15分鐘到賽會指定檢錄處報到，由賽會人員檢查參賽球員的服裝、商業(yè)標(biāo)識是否符合要求，并在賽前5分鐘到達(dá)比賽場地入口，由裁判員帶領(lǐng)參賽球員進(jìn)入比賽場地。

7、比賽場館內(nèi)禁止吸煙，參賽球員禁止攜帶移動電話進(jìn)入場地，在比賽進(jìn)行中禁止場外指導(dǎo)，如出現(xiàn)違反賽會規(guī)定和不文明的行為，將被視為違反體育道德受到處罰。

8、賽事期間嚴(yán)禁酗酒和任何形式的賭博行為，嚴(yán)禁任何違法亂紀(jì)和有悖道德倫理的行為，違者將被取消參賽資格。

9、嚴(yán)禁任何形式的打假球、操縱或變相操縱比賽的行為，一經(jīng)認(rèn)定，將按相關(guān)規(guī)定嚴(yán)肅處理，情節(jié)嚴(yán)重的將移交司法機(jī)關(guān)處理。

10、對于賽事期間的違規(guī)、違紀(jì)、違法行為，中臺協(xié)將依據(jù)《中國臺球協(xié)會紀(jì)律準(zhǔn)則和處罰規(guī)定》做出相應(yīng)處罰。當(dāng)事人對處理結(jié)果不服的，可依法依規(guī)申請體育仲裁。

18.Entry requirements：

1.Male Players must wear a long-sleeved shirt, vest, and bow tie on the upper body, dark color dress pants on the lower body, and formal leather shoes; Female players are allowed to wear fashionable clothing, which is elegant, appropriate, and generous. Those whose clothing does not meet the requirements are prohibited from participating. The referee reserves the right to determine the players ‘s attire requirements, subject to change by notice.

2.The two logos of the tournament sponsors will be uniformly made by the organizing committee, and each contestant must wear them on designated parts (the ones holding the cue with the left hand should wear it on the right chest; the ones holding the cue with the right hand should wear it on the left chest; the arms should be designated by the Chinese Billiards Association trademark bit. Each contestant can wear up to two commercial or government logos, each with a size of no more than 5cm x 8cm, and must be worn on the designated position (left or right chest). Those who violate the rules and do not make corrections will be disqualified from the competition; non-designated parts cannot wear any logo, otherwise they will not be allowed to participate.

3.Abide by the discipline of the competition and obey the arrangement of the competition.

4.Without the prior consent of the organizing committee, players?are not allowed to participate in commercial activities and other events not organized by the organizing committee during the competition period (August 8-August 22). If any violations are found, the organizing committee will cancel their Eligibility.

5.All players?are obliged to participate in sponsor activities organized by the organizing committee. Sponsor activities held by the organizing committee, pre-competition technical meetings, opening ceremony, draw?ceremony, closing ceremony and award ceremony are all supporting activities that?players?must attend. Those who are absent from the event without the consent of the organizing committee without justifiable reasons,CBSA?or the organizing committee will punish the?players?according to the relevant regulations.

6.Participating players must report at the designated checkpoint of the competition 15 minutes before the competition. The competition personnel will check whether the clothing and commercial logos of the participating players meet the requirements, and arrive at the entrance of the competition venue 5 minutes before the competition. The referee will lead the participating players into the competition venue.

7.Smoking is prohibited in the competition venue, participating players are prohibited from carrying mobile phones into the venue, and off-site guidance is prohibited during the competition. Any violation of the rules of the competition and uncivilized behavior will be considered as a violation of sports ethics and punished.

8.During the competition, it is strictly prohibited to drink excessively and engage in any form of gambling, as well as any behavior that violates the law, discipline, and ethics. Violators will be disqualified from participating.

9.Any form of match fixing, manipulation, or disguised manipulation of the game is strictly prohibited. Once confirmed, it will be dealt with seriously in accordance with relevant regulations. If the circumstances are serious, it will be transferred to judicial authorities for handling.

10. For violations of rules and regulations during the competition, the CBSA will make corresponding punishments in accordance with the "Chinese Billiards & Snooker Association Disciplinary Guidelines and Penalty Regulations". If the parties are not satisfied with the handling result, they may apply for sports arbitration in accordance with laws and regulations.
