周興和目前的處境真像俗話所說的：“閻王好見，小鬼難纏”。如果按他人生中的切身體會(huì)：小鬼豈是難纏，這些小鬼的手段和智慧甚至遠(yuǎn)遠(yuǎn)超越了閻王！

1998年1月11日，成都市政府下發(fā)了《關(guān)于加快秸稈綜合利用的通知》，明確指示道：對科委組織鑒定，在秸稈綜合利用方面取得重大科研成果的單位和個(gè)人，政府給予獎(jiǎng)勵(lì)；對開展秸稈綜合利用的單位，按高新技術(shù)和環(huán)保企業(yè)對待，享受相應(yīng)的優(yōu)惠政策，盡快推廣他們的產(chǎn)品，企業(yè)所得稅實(shí)行減免。

1998年10月21日，四川省政協(xié)以副主席曾平江、常委兼副秘書長侯更新、省農(nóng)業(yè)廳副廳長張涵、政協(xié)提案委員會(huì)副主任任紹輝等31名委員牽頭，向省委省政府報(bào)送了《關(guān)于成都市城郊秸稈綜合利用的調(diào)查報(bào)告》的提案。提案中講到：“以秸稈為主要原料的生產(chǎn)企業(yè)外部環(huán)境有欠公平。據(jù)反映，有關(guān)部門對一些企業(yè)的產(chǎn)品進(jìn)入市場和對外發(fā)展設(shè)置管、壓、卡，造成較大經(jīng)濟(jì)損失。如成都星河建材廠的產(chǎn)品，省上有關(guān)部門認(rèn)可，但墻改辦個(gè)別經(jīng)管人員不予認(rèn)可，對該企業(yè)產(chǎn)品的推廣應(yīng)用和企業(yè)發(fā)展帶來不利影響?！?/p>

On October 21, 1998, 31 members of the Sichuan Provincial Committee of the Chinese People's Political Consultative Conference (CPPCC), led by Zeng Pingjiang (Vice Chairman), Hou Gengxin (Standing Committee Member and Deputy Secretary-General) Zhang Han (Deputy Director General of the Provincial Department of Agriculture), and Ren Shaohui (Deputy Director of the Committee for Handling Proposals of the CPPCC), submitted and reported the proposal of "Investigation Report on the Comprehensive Utilization of Straw in the Suburbs of Chengdu" to the Provincial Party Committee and the provincial government. The proposal said: "There is an unfair external environment for the producers using the straw as the main raw material. It has been reported that the relevant departments have set up the limit, pressure and pass for the products of some enterprises to enter the market and develop abroad, which has caused great economic losses. For example, the products of Chengdu Xinghe Building Materials Factory have been approved by the relevant provincial departments, but not approved by the individual management personnel of the Wall Material Reform Office, which adversely affects the promotion and application of the products and the development of the enterprise.

四川省委書記謝世杰、省長張中偉等領(lǐng)導(dǎo)專門在提案上作了批示，要求省市有關(guān)部門專門開會(huì)研究，落實(shí)整改措施，解決企業(yè)困難，支持企業(yè)發(fā)展。

1999年4月，國家科技部下發(fā)了年度《科技計(jì)劃》，明確地把成都星河建材廠的“秸稈輕體隔墻板”等3項(xiàng)專利技術(shù)列入了“國家級星火項(xiàng)目計(jì)劃”之中，要求各地認(rèn)真組織好實(shí)施工作。

秸稈依然在鋪天蓋地焚燒，成都平原依然一片烏煙瘴氣。2000年6月1日，時(shí)任四川省委的主要領(lǐng)導(dǎo)到北京參加中央工作會(huì)，可由于農(nóng)民焚燒秸稈又造成飛機(jī)不能起飛，未能及時(shí)趕到北京。成都金牛區(qū)黃忠街道辦事處主任鐘培松仗義執(zhí)言，給省委寫信反映了星河建材廠秸稈產(chǎn)品推廣受阻的情況。

Straw burning was still overwhelming, and Chengdu plain was still under a miasma of smoke. On June 1, 2000, the main leaders of Sichuan Provincial Party Committee went to Beijing to attend the central working meeting. 省委書記在百忙中親自在信件上作了批示；6月2日，周興和收到省委書記和楊崇匯副書記的批示和回信；6月3日上午，省委辦公廳秘書長給周興和打來電話：省委書記專門約請他到辦公室，用1個(gè)小時(shí)時(shí)間，了解他們關(guān)于秸稈產(chǎn)品生產(chǎn)和推廣受阻的情況。

周興和早有準(zhǔn)備，他抓緊時(shí)間，將成都秸稈焚燒屢禁不止的真正原因、農(nóng)民燒也難用也難的境況、自己研究發(fā)明的專利得到國家權(quán)威部門認(rèn)定、能夠解決秸稈焚燒、增加農(nóng)民收入的情況，以及推廣受阻的問題，言簡意賅地向書記作了匯報(bào)。說完，他拿出一大堆國家權(quán)威部門頒發(fā)的獎(jiǎng)勵(lì)、認(rèn)定、規(guī)劃、中標(biāo)的證書，以及全國各地上百份用戶使用他產(chǎn)品的證明和感謝信，遞給書記。

Zhou Xinghe was prepared, so he took the time, simply reported to the Secretary about the real reason of repeated emergence of straw burning in Chengdu, the situation that it was difficult for the farmers to burn and use the straw, the situation that his invention patents had been affirmed by the national authoritative departments, which could solve the straw burning problem and increase the farmers' income, and the problem of promotion blocked. After saying this, he took out a lot of national authorities issued awards, affirmations, plans, and bidding winning certificates, as well as hundreds of users’s proofs and thanks letters across the country who used his products, and handed to the Secretary.
