四階政法：

第一階段：我們宣稱什么事都沒(méi)有。

In stage one we say nothing is going to happen.

第二階段;宣稱 也許有事情發(fā)生，但我們不該采取行動(dòng)。

Stage two ，it may happen ，but we should do nothing.

第三階段：宣稱也許應(yīng)該行動(dòng)，但我們什么都做不了。

Stage three we say we should do something about it， but there's nothing we can do.

第四階段：也許當(dāng)初能做點(diǎn)什么，但是現(xiàn)在已經(jīng)遲了。

Stage four, maybe there was somrthing we could have done ,but it's too late now.
