Being polite doesn't only refer to being polite in a small group such as with family members, but more implies to be showing polite in public.
Therefore, there are several standards to follow.

One is in terms of the volume of your voices.
And this is don't make noise, especially when you're in public.
We all have experiences that sometimes when we go to a public area such as museums, or libraries, some kids would talk and chat loudly as if it's their private place, which is really a distractor for the people nearby or for those who would like to concentrate on their study.
So behaving in good manners here means that keep silent in public area or lower pitch of your voice.

Another principle is respecting others and don't show any anti social behaviors.
What antisocial behavior implies is behaviors that many pose potential dangers and risks to the society as well as the people nearby.
As there is an increasing number of violence exposed in media ,there is an correlation that young people would commit copycat crimes.
Therefore, it's the parents and schools that should set the standards about what is right to do and what is wrong to do for children to abide by

On hearing this question, I feel there is a stereotype in the statement. It sounds like there is a geography discrimination in terms of politeness between citizens and people who are from rural places. I would like to state politeness is a business about the standards you impose on yourself instead of a geography issue.

For those who are born and got educated in a family where their parents abide by the law and behave in good manners, there is a higher likelihood for the kids to therefore pick up the way how to treat others polite compared to those who have been raised in a poor educated family.

Similarly, those who have the willingness to grow into a polite citizen would practice this in his daily life.
Conversely, those who don't care about their poor behavior and who are selfish may perform some anti social behaviors

In closing, it is the education background plus their own self discipline combined together that contribute to a polite person.

When it comes to this question, as I said above, two factors ,one is in terms of education, especially home schooling, another factor is about self discipline that combined together to sleep a polite person.
