亞馬遜平臺(tái)美國玩具CPC被拒絕原因分析及總結(jié)

什么是CPC認(rèn)證？

CPC認(rèn)證的全稱是Children’s Product Certificate。CPC證書類似于中國的質(zhì)檢報(bào)告，在通過相關(guān)檢測(cè)、出具報(bào)告后同時(shí)發(fā)放的證書。證書列明進(jìn)/出口商信息，商品信息、以及已通過的相關(guān)檢測(cè)項(xiàng)目及其依據(jù)的法規(guī)標(biāo)準(zhǔn)。亞馬遜平臺(tái)在上線一些類別的產(chǎn)品（如兒童玩具、嬰童用品，兒童服裝等）時(shí)會(huì)要求商家上傳CPC證書，沒有CPC證書的相關(guān)兒童產(chǎn)品無法銷售。

很多商家辦理了CPSC檢測(cè)，但是始終卡在CPC認(rèn)證的道路上。CPC認(rèn)證并不復(fù)雜 ，但是也要求對(duì)認(rèn)證了解及平臺(tái)要求的充分認(rèn)知。以下是CPC平臺(tái)審核 中常見的一些問題，請(qǐng)大家參考。

一、In order to list these toys on Amazon, please apply by submitting the following item.Please update CPSIA Warning Attribute in detail page.

解答：產(chǎn)品頁面編輯頁面CPSIA那欄沒有填寫內(nèi)容，需要在產(chǎn)品后臺(tái)中有下拉選擇適合自己產(chǎn)品的Warning警示語！不清楚選擇哪一項(xiàng)，可以聯(lián)系檢測(cè)機(jī)構(gòu)。

二、In order to review your documents related to Product Assurance of Toys, please submit them on Vendor Central using the following steps:

1. In Vendor Central, click the Items menu, and then select Vendor Certificates

2. Click on Missing Compliance Documents;

3. Search for the affected ASIN and then;

4. Click Add to upload the documents

解答：不要在CASE中回復(fù)內(nèi)容和提交文件，需要在菜單目錄欄找到查看銷售申請(qǐng)，再找到被拒絕的ASIN，重新提交證書進(jìn)行審核。

三、 We noticed that the recommended Age Grade of the ASIN is missing on the product(s) detail page.

Please update the product(s) detail page with the recommended Age Grading (the manufacturer_minimum_age attribute) identified on the ASINs third party test report in order to move forward with the approval process.

解答：Listing后臺(tái)缺少產(chǎn)品的適用年齡描述，在產(chǎn)品后臺(tái)中正確的位置輸入適用年齡即可

四、Please be informed that we can only accept product images. Therefore, kindly take clear photo of the product and product packaging clearly displaying:

* Manufacturer Name

* Manufacturer Address

* Warning label (as applicable)

解答：亞馬遜要求的第一項(xiàng)商品圖片中，產(chǎn)品的實(shí)拍圖需要清楚地體現(xiàn)出制造商名稱、制造商地址和警告標(biāo)語等（可提供通用模板）

五、Please be informed that we are unable to move forward with the approval process until the following required documentation is provided:

Kindly provide the following outstanding items as per ASTM F963-17:

? 4.25- Battery Operated Toys

If you feel your product is exempt from the above sections/requirements, please provide a statement from your lab or regulation exempting your product for our review.

解答：電動(dòng)玩具的測(cè)試標(biāo)準(zhǔn)，除了ASTM F963-16/17和CPSIA，還需要做電池部分的ASTM Section 4.25關(guān)于電池驅(qū)動(dòng)和電池部分的測(cè)試，若測(cè)試報(bào)告缺乏這項(xiàng)測(cè)試，會(huì)導(dǎo)致無法過審。（產(chǎn)品是內(nèi)置電池、外接干電池、USB供電、直插供電的都需要做這個(gè)測(cè)試項(xiàng)目）

六、The CPC submitted is missing required information. To move forward with the approvals process for your product, please resubmit the document with the following updated information:

· US importer or domestic manufacturer name, mailing address, contact information located in United States

解答：美國進(jìn)口商信息是目前CPC證書最容易出錯(cuò)的原因之一，此條的解決方案，需要了解的可以咨詢。

七、 Product description or product identifier enabling us to make an accurate determination that the certificate is issued for the correct product

解答：提示CPC證書里面缺少ASIN或產(chǎn)品型號(hào)和product description（產(chǎn)品描述）。導(dǎo)致此問題的原因是CPC模板有問題，無法與CPC測(cè)試報(bào)告和Listing建立上聯(lián)系。用正確的CPC證書模板修改即可解決。

八、In order to move forward with the approval process, please submit the Children’s Product Certificate (CPC) that is issued by the manufacturer, importer, or private labeler based on the guidelines stated in the Consumer Product Safety Commission website.

The CPC that has been previously provided cannot be accepted as it is issued from the testing laboratory.

解答：上面我們說過，CPC的本質(zhì)是一份自我聲明，是由進(jìn)口商或者制作商簽發(fā)的（實(shí)際操作中，多數(shù)情況都是由貿(mào)易商自主簽發(fā)），只有CPC的測(cè)試報(bào)告是由檢測(cè)機(jī)構(gòu)蓋章簽發(fā)的。所以不能用檢測(cè)機(jī)構(gòu)蓋章的CPC證書，用了大概率過不了審核，此條很容易解決。

九、Contact information for the individual maintaining records, including name, full mailing address, email address, and telephone number

解答：在CPC證書上加上測(cè)試結(jié)果維護(hù)聯(lián)系人信息就可以了，很簡單。

十、The registration card submitted for your product did not include all of the following:

? Name of the manufacturer or private labeler

? Date of manufacture

? Manufacturer contact information(U.S. address and telephone number, toll-free if available)

? Model name and number

解答：沒有提供注冊(cè)，或者是注冊(cè)的信息填寫錯(cuò)誤導(dǎo)致。注冊(cè)的本質(zhì)是在美國已經(jīng)支付過郵費(fèi)的，需要足夠的經(jīng)驗(yàn)去制作。涉及到需要提供注冊(cè)的商品一般是耐用的嬰兒消費(fèi)品，并且危險(xiǎn)程度相對(duì)較高。比如圍欄、門欄、背帶、學(xué)步車、搖籃、高腳椅等等。填寫內(nèi)容比較復(fù)雜，不易解釋。需要請(qǐng)咨詢。

十一、圖片必須包含所有以下相關(guān)信息：安全信息和注冊(cè)、合規(guī)標(biāo)志（包括追蹤標(biāo)簽）、商品危險(xiǎn)警告

解答：此項(xiàng)涉及個(gè)人的經(jīng)驗(yàn)，具體請(qǐng)咨詢。認(rèn)證機(jī)構(gòu)很多，但是懂亞馬遜規(guī)則又能做出符合對(duì)應(yīng)要求的認(rèn)證，這就需要經(jīng)驗(yàn)豐富的人員進(jìn)行對(duì)接，最有價(jià)值的并非認(rèn)證本身，而是足夠的經(jīng)驗(yàn)支撐順利過審亞馬遜。

解答：產(chǎn)品本體和包裝，都要體現(xiàn)追蹤標(biāo)簽。另外，提供產(chǎn)品實(shí)拍圖的時(shí)候，需要注意角度和信息足夠證明產(chǎn)品符合安全法規(guī)和標(biāo)簽法規(guī)的要求。

十三、Your product has been approved as a parent product.

Parent products are non-buyable entities that are used to relate child products. We do not require safety compliance documentation to be submitted for parent products as these products cannot be purchased.

解答：父體總是被檢測(cè)到提交合規(guī)性文件，但是開CASE得到的答復(fù)又說父體不用提交報(bào)告。這本身和亞馬遜的要求是相互矛盾的。大多數(shù)情況，只需要提供子體的合規(guī)文件即可，父體的審核會(huì)在子體都過審后自動(dòng)消失；少數(shù)情況是仍然要求父體的資料，可以理解為Amazon的系統(tǒng)bug，如果過了后臺(tái)要求的文件提交截止時(shí)間，父體會(huì)被移除，可以重新合并變體，并問客服給一個(gè)新的父體。

十四、If you would like to appeal this decision, please submit an up-to-date (within the last year) CPSIA Compliance testing documentation from a CPSC approved laboratory, in addition to safety standard ASTM F963 if the product is a toy.Please note that failure to provide appropriate documentation may result in your inventory being returned to you or destroyed.

解答：亞馬遜要求提供的檢測(cè)報(bào)告是一年以內(nèi)的報(bào)告，另外需要注意，并非所有產(chǎn)品都是對(duì)應(yīng)的測(cè)試標(biāo)準(zhǔn)都是ASTM F963-17和CPSIA，每種產(chǎn)品都有對(duì)應(yīng)的檢測(cè)標(biāo)準(zhǔn)，最終的法規(guī)依據(jù)是ASTM（美國材料與試驗(yàn)協(xié)會(huì)）和CPSIA（美國消費(fèi)品安全改進(jìn)委員會(huì)）的法規(guī)要求為準(zhǔn)。

解答：追蹤標(biāo)簽的定義，在CPSC官網(wǎng)都有據(jù)可查。在亞馬遜后臺(tái)可以查詢到相關(guān)資料，不過后臺(tái)的資料其實(shí)并非完整，還有其他要求不滿足，仍然會(huì)被駁回 。

總結(jié)：CPC歸結(jié)起來的問題，目前本人所遇見駁回審核的原因，不少于30種，經(jīng)驗(yàn)和細(xì)節(jié)處理至關(guān)重要。其中的經(jīng)驗(yàn)，學(xué)習(xí)一次，受用所有的玩具和母嬰產(chǎn)品。另外，在聯(lián)系檢測(cè)機(jī)構(gòu)進(jìn)行CPC測(cè)試的時(shí)候，需找到經(jīng)驗(yàn)豐富的業(yè)務(wù)員對(duì)接，一切按照亞馬遜平臺(tái)要求去做測(cè)試，否則認(rèn)證機(jī)構(gòu)做出來的CPC報(bào)告雖是真實(shí)有效的測(cè)試報(bào)告，但是亞馬遜就是不讓你過審，千萬不要以運(yùn)營的思維去理解。CPC在所有認(rèn)證中屬于比較特殊的認(rèn)證，一般廠家提供的CPC證書沒有用，多數(shù)需要貿(mào)易商自行處理?！安灰阌X得OK，而是要讓亞馬遜覺得OK”。

亞馬遜要求CPC證書是屬于商品安全審核！所以建議如果想要長期做玩具類產(chǎn)品和母嬰產(chǎn)品的賣家，還是要將證書做好！另外，被拒絕和審核時(shí)間長的朋友不必著急，目前來說只要提供CPC證書和報(bào)告后，在審核期到了還是沒有回復(fù)也不會(huì)下架你的產(chǎn)品，仍然可以正常出單。
