關(guān)于日本排放核廢水這件事情，盡管我們作為個(gè)體能做的事情很少，但是，在網(wǎng)上有一些人覺得既然權(quán)威機(jī)構(gòu)都已經(jīng)出了報(bào)告了，并且這個(gè)權(quán)威機(jī)構(gòu)里面還有十好幾個(gè)國(guó)家的專家，那么日本排放核廢水的事情不用擔(dān)心，但是關(guān)注外交部的人肯定注意到了這個(gè)組織受賄，并且他所出的報(bào)告真的有權(quán)威性嗎，我覺得還是得親自看了才知道。

然而找了一圈，發(fā)現(xiàn)全網(wǎng)沒有這個(gè)的中文版，在官網(wǎng)找了英文版本，翻譯（本人水平有限）一下，僅供大家參考。

篇幅很長(zhǎng)，僅僅翻譯前言和摘要部分。

翻譯的方式是中英對(duì)照，這樣即使我翻譯的不對(duì)，大家也可以自查英文部分，另外我喜歡輸出觀點(diǎn)，我會(huì)用紅色的顏色并加括號(hào)的方式標(biāo)出我的觀點(diǎn)。

The accident at Fukushima Daichi Nuclear Power Station in March 2011 and the subsequent operations at the plant have resulted in the accumulation of large amounts of water stored on the site. In April 2021, the Government of Japan published its policy on how it would manage this water. It decided to discharge it gradually into the sea after specific treatment.

2011年3月發(fā)生在福島第一核電站的事故，以及隨后針對(duì)該核電站的操作，造成了儲(chǔ)存在現(xiàn)場(chǎng)的大量積水（這可不是什么普通積水啊，說(shuō)的好像上完廁所沒沖水一樣）。2021年4月，日本政府公布了處理措施，決定將這部分水經(jīng)特定處理后逐步排放入海。

Shortly after the decision was made, the Government of Japan requested that the IAEA undertake an independent safety review of Japan’s implementation of its policy against the international safety standards.

決定作出后不久，日本政府要求國(guó)際原子能機(jī)構(gòu)（IAEA）對(duì)日本違反國(guó)際安全標(biāo)準(zhǔn)的政策執(zhí)行情況進(jìn)行獨(dú)立安全審查。

I agreed with Japan that the IAEA would review the implementation of the Government’s plans comprehensively before, during, and after any discharge of the ALPS-treated water.

我同意日本的意見，即國(guó)際原子能機(jī)構(gòu)應(yīng)當(dāng)在ALPS處理水排放之前、期間和之后全面審查標(biāo)準(zhǔn)的執(zhí)行情況。

That year, I established an IAEA Task Force. It is made up of top specialists from within the IAEA’s Secretariat advised by internationally recognized outside experts from across the globe, including within the region.

By the nature of its statutory mandate and global reach, the IAEA is able to use the internationally agreed nuclear safety standards as an objective blueprint for assessing the safety of the planned discharges.?

These international standards are constantly updated, taking into account advances in science and technology and learnings from research and experience. They serve as the indispensable global reference for protecting people and the environment, thereby contributing greatly to a harmonized and high level of nuclear safety worldwide.

This comprehensive report makes the science of the treated water release clear for the international community and I believe answers the technical questions related to safety that have been raised.

Based on its comprehensive assessment, the IAEA has concluded that the approach and activities to the discharge of ALPS treated water taken by Japan are consistent with relevant international safety standards.?

Furthermore, the IAEA notes the controlled, gradual discharges of the treated water to the sea, as currently planned and assessed by TEPCO, would have a negligible radiological impact on people and the environment.?

These findings and this comprehensive report represent a significant milestone in the IAEA’s review. Even so, our task is only just beginning.?

這些發(fā)現(xiàn)和這份綜合報(bào)告代表了國(guó)際原子能機(jī)構(gòu)審查的一個(gè)重要里程碑。即便如此，我們的任務(wù)還只是剛剛開始。

The IAEA will continue its impartial, independent and objective safety review during the discharge phase, including by having a continuous on-site presence and by providing live online monitoring on our website.?

This will ensure the relevant international safety standards continue to be applied throughout the decades-long process laid out by the Government of Japan and TEPCO. By doing so, the IAEA will continue to provide transparency to the international community making it possible for all stakeholders to rely on verified fact and science to inform their understanding of this matter throughout the process.?
