2022年1月1日，《區(qū)域全面經(jīng)濟(jì)伙伴關(guān)系協(xié)定》（RCEP）正式生效。RCEP的共有15個(gè)成員國(guó)，包括東盟10國(guó)和中國(guó)、日本、韓國(guó)、澳大利亞、新西蘭，總?cè)丝谶_(dá)22.7億，GDP達(dá)26萬(wàn)億美元，出口總額達(dá)5.2萬(wàn)億美元，均占全球總量約30%。多邊貿(mào)易體制和區(qū)域自貿(mào)協(xié)定是驅(qū)動(dòng)經(jīng)濟(jì)全球化、國(guó)際貿(mào)易投資自由化便利化的兩個(gè)輪子。中國(guó)加入世界貿(mào)易組織、持續(xù)擴(kuò)大開(kāi)放的20年，也是探索對(duì)外簽署自由貿(mào)易協(xié)定、積極推動(dòng)自由貿(mào)易區(qū)建設(shè)的20年。為推動(dòng)高水平對(duì)外開(kāi)放，中國(guó)提出實(shí)施自由貿(mào)易區(qū)提升戰(zhàn)略，構(gòu)建面向全球的高標(biāo)準(zhǔn)自由貿(mào)易區(qū)網(wǎng)絡(luò)。RCEP成員國(guó)是中國(guó)重要的經(jīng)貿(mào)合作伙伴。2020年，中國(guó)對(duì)RCEP成員國(guó)出口、自成員國(guó)進(jìn)口分別約占中國(guó)出口、進(jìn)口總額的27%和38%。同期，來(lái)自RCEP成員國(guó)的投資占中國(guó)利用外資的比重超過(guò)10%。RCEP通過(guò)削減關(guān)稅、擴(kuò)大市場(chǎng)準(zhǔn)入、采取貿(mào)易投資便利化措施，促進(jìn)生產(chǎn)要素自由流動(dòng)和高效集聚，將推動(dòng)形成一體化大市場(chǎng)，使中國(guó)與RCEP成員國(guó)的貿(mào)易投資更加密切，有助于構(gòu)建良性可持續(xù)的國(guó)際經(jīng)濟(jì)循環(huán)體系。展望未來(lái)，RCEP將成為中國(guó)內(nèi)外貿(mào)一體化、引進(jìn)外資和對(duì)外投資協(xié)調(diào)發(fā)展的重要平臺(tái)，進(jìn)一步增強(qiáng)中國(guó)與RCEP成員國(guó)市場(chǎng)、資源和要素的聯(lián)通性，穩(wěn)定產(chǎn)業(yè)鏈供應(yīng)鏈，提高全球和區(qū)域價(jià)值鏈參與水平，加快形成以國(guó)內(nèi)大循環(huán)為主體、國(guó)內(nèi)國(guó)際雙循環(huán)相互促進(jìn)的新發(fā)展格局。

The Reginal Comprehensive Economic Partnership Agreement (RCEP) went into effect on January 1, 2022. It has 15 member states, which are the 10 nations within Asean, China, Japan, South Korea, Australia, and New Zealand, with a total polulation of 2.27 billion, a GDP of 26 trillion USD, and a volume of inport and export reaching 5.2 trillion USD, all accounting for roughly a third of the world's total amount. Milti-lateral trading system and regional free trade agreements are two engines driving the globalization of world economy and the liberalization and facilitation of international trade and investment. The past two decades witnessed China's inclusion into the world trade organization and its expansion in opening-up, and saw its proactive endeavors in promoting free trade agreements and free trade areas. To achieve a higher-level opening-up, China has launched strategies to upgrade its free trade areas and establish a network of high-level free trade areas that is accessible to the world. The RCEP member states are important?partners of China in trading and cooperation. In 2020, export and inport volume between China and other RCEP members marked 27% and 38%?respectively of its total amount. At the same time, investment from RCEP members acounted for over 10% of its total foreign investment utilized. By cutting tarrifs, expanding market access, and adopting favorable measures to facilitate trade and investment, RCEP has promoted the circulation of resources and the establishment of an integrated market that brings China and its member states closer.All this will facilitate the creation of sustainable global economic circulation system. In the future, RCEP will become a pivotal platform for China to integrate its domestic and foreign trade, and coordinate it effort to attract foreign capital and invest abroad. It will further boost the connectivity of markets, resources and elements between China and the other members, stablize the industrial and suppply chains, promote the nation's?presence global and regional value chains, and create a new model of development where the domestic and foreign markets are?mutually reinforcing with the domestic one as its core.
