A very worthy person, a true lover of his country, and whose virtues I highly esteem, was lately pleased in discoursing on this matter, to offer a refinement upon my scheme. Some persons of a desponding?spirit are in great concern about that vast number of poor people, who are aged, diseased, or maimed; and I have been desired to employ my thoughts what course may be taken, to ease the nation of so grievous an incumbrance. 悲情之人,哀憫蒼生,見(jiàn)老弱則苦,逢病殘則慟。老弱之多,病殘之盈,實(shí)乃國(guó)家重負(fù)。愚亦常謀算于此,欲為國(guó)分憂,而今卻似無(wú)益之功。如各位所見(jiàn),他們以饑寒為朋、與穢物成伙、同蟲(chóng)豸為伍,朝死夕腐,何足憂慮?年輕勞力更無(wú)需擔(dān)憂。他們無(wú)處工作,缺乏吃食,日漸消瘦,縱使有幸受雇于人,亦無(wú)力行事。如此一來(lái),于國(guó)于民,自與苦難相悖而行。
