Rush Duel in Duel Links is currently programmed like this :

The Duel begins with each player has 4 cards.

The first player must draw 1 card from their deck.

Summon as many monsters as you want.

The LP starts with 1770 in HEX which means 6000 in Decimal.

During your draw phase you can draw as many card as possible until you have 5 cards.

There is no Hand-Size Limit.

NO Extra Monster Zone

This Skill can only be used once per Duel.

Warrior, Winged-Beast or Fairy Monsters

Monsters with less than 1400 ATK

This Skill can only be used once per Turn if you begin the Duel with a Deck that contains at least 1 monster and only monsters that are either:

Select 1 DARK Normal Monster that was Normal Summoned this Turn to gain 500 ATK until the end of this Turn. If that card is Dragon Knight of Darkness, you can also return 1 card from your hand to your Deck to gain an additional 700 ATK.

This Skill can only be used once per Turn if you begin the Duel with a Deck that contains at least 1 monster and only monsters that are either:
